3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The existing culvert on Wilson St NE has failed and needs to be replaced; this culvert was originally installed in the
1950's. The culvert was installed at a steep grade that generated high water velocities, and in turn, caused severe
erosion at the outlet over the years, to the point that there is now a 5.5 feet drop from the invert out of the culvert to the
stream bed. The banks of the stream downgradient of the culvert are almost vertical, and they have eroded to the point
that the pavement structure of the north lane of Wilson St NE has failed. The general site use is residential.

3d. Explain the purpose of the proposed project:
To replace the culvert with a new culvert of greater capacity, installed at a gentler grade than the original, the creation of 6
step pools to slow down water velocities, the stabilization of the stream banks, and the construction of a new road over
the culvert to open traffic back up to the public.
3e. Describe the overall project in detail, including the type of equipment to be used:
1) Temporary dam will be constructed upstream of the project and set up pump around operations using excavator with
hydraulic thumb to place rocks.
2) Install downstream erosion control measures.
3) Remove existing culvert, guard rail, and pavement structure using excavator.
4) Clear vegetation form stream banks to be stabilize.
5) Construct downstream step pools using excavator with hydraulic thumb to place rocks.
6) Import soil to re-construct banks at a 2 Horizontal to 1 Vertical, using dump truck, excavator and walk behind soil
compactor.
7) Prepare subgrade for new culvert, using excavator.
9) Install new precast culvert and wing-walls using a crane.
10) Fine grade slope of banks with a Bob Cat, install erosion control mats, and plant vegetation.
11) Remove dam and discontinue pumping.
12) Remove erosion control measures after site is stabilized.
