Attached are copies of the Draft Oct 7, 2008, meeting minutes and
revised Avian Survey Methodology memo for your review and comment.
Please review the draft minutes and provide any comments by close of
business Dec 5, 2008. Also attached for your files is a copy of the
PowerPoint presentation that was provided at the Oct 7 meeting.
Please advise of your availability to participate in a conference call
for Monday, Nov 24, 2008, 2:00 pm to 3:00 pm to discuss the revisions to
the Avian Survey Methodology memo and field survey access. We regret
the short notice, but the winter avian survey efforts are set to kick
off next month and we need to finalize the proposed methodology prior to
the start of our survey efforts. Please provide your availability by
4:00 pm, Thursday, 20 Nov, 2008.
Additionally, Agency input on the sufficiency of access the Navy has
obtained through voluntary means with core landowners at each of the
sites is also requested. The Navy has completed offers on all core
parcels and estimates that at a minimum access has been granted for 75
percent of the Core areas for each of the five sites. It is not
expected that additional voluntary right of entry agreements will be
forthcoming from property owners. The Navy considers current access
agreements sufficient to fully evaluate each of the habitat types for
the proposed sites. However, to ensure due diligence to this effort, we
are requesting Agency input to identify additional parcels necessary for
this evaluation. As time is limited, the Navy would appreciate notice of
any parcels you think are necessary to support RCW studies. Exhibits
