Section 401 Water Quality Certification — NCDWR Project No. 20161074 issued November 30, 2016 for I-3802B. Dear Sir: The North Carolina Department of Transportation (NCDOT) requests modification to the existing General Permit No. 198200031 and associated Water Quality Certification for reconstruction, widening, and interchange improvements along I-85 in Rowan County. This project is currently under construction. This modification will result in no changes to wetland impacts previous documented. It will result in 5 linear feet of additional permanent stream iill impacts, 80 linear feet of additional temporary stream impacts, and 2171inear feet of additional bank stabilization impacts. The total project impacts include 1,609 linear feet of permanent stream impacts of which 7901inear feet is bank stabilization, 611 linear feet of temporary stream impacts, 0.01 acres of permanent wetland impacts, < 0.01 acres of temporary wetland impacts, and 0.08 acres of hand clearing in wetlands. Previous impact information was provided in the Pre-Construction Notification dated November 1, 2016. Permit Impact Site Modifications Site 18A (Sheet 22�: Site 18A is a new site located at Sta. 637+00 L. This site includes placement of two supplementa148" pipes to carry storm flows of SKA. A floodplain bench will be cut adjacent to SKA at the inlet side of the pipe and stabilized with rip rap. There will also be a small area of bank stabilization on the outlet end of the pipe along Cold Water Creek. There will be a total of 65 linear feet of bank stabilization and 15 linear feet of temporary stream impact at Site 18A. Site 18B (Sheet 22�: Per an email shared on December 1, 2017 additional bank stabilization is needed where Pine Ridge Road crosses Cold Water Creek along the left bank. Armoring the bank at this location appears necessary due to the very steep and/or undercut banks in this area. This modification results in 50 linear feet of bank stabilization and 10 linear feet of temporary impacts for installation. Site 30 ,Sheet 28�: During video inspection of the existing pipes on the project, the existing 15" RCP at 733+75 RT was found to be structurally deficient. This pipe will have a small section replaced and also be extended. This modification results in 5 linear feet of permanent stream impact to SKL where the new extension will outlet and 10 linear feet of temparary impact for construction methods. Site 33 ,Sheet 30�: The existing 30" RCP crossing at Station 758+00 was to be supplemented in the original permit application with additional 30" pipes; however, after inspection, the existing pipe was found to be structurally deficient and needs to be replaced. For constructability reasons we replaced the two pipes with a single 48" pipe. The change did not result in any additional impacts. This Site also includes removal of the existing 36" RCP to the southeast of Station 760+00 and daylighting approximately 301inear feet of Stream SLA. Site 39 (Sheet 19C�: This is a new pernut site on Stream SJF at SR 1243 (Daugherty Road). The existing 72" CMP was in need of replacement and will be replaced with two 66" smooth steel pipes (SSP) using trenchless methods. There will be 102 linear feet of additional bank stabilization and 15 linear feet of temporary impacts in order to install the new SSPP. Site 11 (Sheet 18 in ori i�pernut a�plication�: Impacts to Site 11 have been removed from this pernut and accounted for in the permit to construct the new interchange at relocated Old Beatty Ford Road (TIP I-3804). This resulted in a reduction of 11 linear feet of permanent bank stabilization impact and l O linear feet of temporary stream impact. Thank you for your assistance with this project.
