My name is Glenn I. Hockney, a citizen of Hyde County, North Carolina, with very serious problems involving PCS
Phosphate Company, Inc. of Aurora, North Carolina and Potash a Canada the Parent Corporation, a phosphate mining operation
in Aurora, Beaufort County, North Carolina directly west of Hyde County. Main problems high lights listed below:
First, Due to excessive over pumping to depressurization of the Castle Hanes Aquifer that is located under Hyde
County, North Carolina. To take fresh waters convert them to saline waters that are harmful to the people,

Carolina without compensation, demand reparation is of such treble damages being requested by the
Clayton Act.
Second, Discharge of toxic wastes (chemicals) into our ground waters and Castle Hanes Aquifer with no testing of
any meaning to protect the people and natural resources.
Third, North Carolina Government not providing protection of Public Trust Lands, Waters and Natural Resources as
Trustee's for the people, in addition, cover-up of aquifer reports of Perry Nelson, concerning Hyde County
destruction in 1960's, not providing information on aquatic toxic's, lasts, lack of inspections to protect people
lives. Also the actions of Glenn Hockney letter of May 8. 1991 and the follow up on the problems list their kin.

Fourth, United States Government involvement not to provide information on the LEASES OF PUBLIC TRUST
LANDS, WATERS and NATURAL RESOURCES given the above companies, and cover-up of known
violations committed by the Texas Gulf Phosphate, with a name change to cover up violations, to PCS
Phosphate Company Inc., Potash the parent Corporation, plans to spend $260 Million Dollars to made plans
to changing the laws, rules and inspections to protect Corporate Rights disregarding the People's Properties
Human Rights. United States Government directs North Carolina Environment Department and its people on
this never ending of taking private properties without compensation. This is a Human Rights violation and
must be corrected, money has turned many persons to crime, and need to serve time in our prisons, and
take all their assets. Information is being with held by others to protect this corporation and harm the Hyde
County people.

1. Perry Nelson report on the Castle Hanes Aquifer in Hyde County, North Carolina, 1960 or 1961.
2. All Chemicals being used at PCS Phosphate Company, Inc.
3. All Chemicals being manufacturing at PCS Phosphate Company, Inc.?
4. All Chemicals being discharged by PCS Phosphate Company, Inc.? 17
5. Where is the chemicals not used by PCS Phosphate disposed? 41
6. Who ,s respons,ble for testing all of the above chemicals?
7. Does PCS Phosphate have any Leases with North Carolina? If so, provide a copy.
8. How much money has PCS Phosphate Company Inc. paid North Carolina in the past ten years?
9. Who approved the final 401 water quality permit? Who else was consulted? Was this meeting recorded? Where
did this meeting take place? These questions are very important since we expect an open government.
10. Provided all information received from PCS Phosphate Company Inc within the past sixty days? C.'9
11. Who test all the fill being put back in these pits? Where is the replacements fill coming from? Six tons mined only
five tons is returned. Explained how this land can be not lowered? If you mined a several millions of tons each
year. Will we have a big hole in the ground?
12. Is any chemicals added to the discharge waters to protect the oxygen in the water.
13. How often do you check the waters downstream?
