I received your message, and if available perhaps a phone call this afternoon is best. I
have reviewed your supplemental information and have one remaining question
regarding Stream 6. I've included comments to the attachment, it may be a little blurry
if you zoom in, but the concept is hopefully understandable. Also, could you provide a
brief explanation for Stream 6? Is this stormwater going into a culvert, tying into a
perennial stream?
Specifically, I would like to ensure the following conditions are met:
Any rip-rap for proper culvert placement, stream stabilization, or restoration of
temporarily disturbed areas shall be restricted to the area directly impacted by
the approved construction activity. All rip-rap shall be placed such that the
original stream elevation and streambank contours are restored and
maintained. Placement of rip-rap or other approved materials shall not result in
destabilization of the stream bed and banks upstream or downstream of the
area or in a manner that precludes aquatic life passage. [15 NCAC 02H
.0506(b)(2)]
Any rip-rap for stream or shoreline stabilization shall be of a size and density to
prevent movement by wave, current action, or stream flows and shall consist of
clean rock or masonry material free of debris or toxic pollutants. Rip-rap shall
not be installed in the streambed except in specific area required for velocity
control to ensure structural integrity of bank stabilization measure. [15A NCAC
02H .0506(b)(2)]
Also, you answered my questions regarding buffers according to the ePCN. You listed
impacts as either allowable or exempt, etc. I will speak to management about adding
another column to the form to include impact type, indicating why you require buffer
impacts, such as for a bridge, culvert, utilities, site access, road crossing, road relocation,
bank stabilization, etc. Please include comments stating why the buffers are being
impacted.
