PROJECT SUMMARY: Currituck County is proposing to bulkhead within a boat basin and canal, grade a canal shoreline, construct a boardwalk, realign and add to existing riprap and construct riprap sills along the Currituck Sound shoreline. Project Setting The site of the proposed development is located on a 30-acre tract owned by Currituck County. The tract can be divided in half with a mainland section containing the NC WRC Wildlife Education Center and an island section containing the Historic Whalehead Club. The section containing the Historic Whalehead Club is the focus of the development proposal. The Historic Whalehead Club is located in the Outer Banks portion of Currituck County, more specifically described as 1100 Club Rd. off of NC 12 (Ocean Trail), adjacent to Whalehead Bay and the Currituck Sound. Located north of the property is the Corolla Lighthouse and to the south is the Corolla Light P.U.D. Subdivision. The property is bounded on the west side by the Currituck Sound and on the east by NC 12 (Ocean Trail). The Whalehead Club property was originally developed as a hunting and fishing club during the early 1920's. The upland area is flat, has an elevation of approximately 3 ft above normal water level (NWL), has sandy soils and is vegetated with Loblolly Pines (Pious taeda), Live Oaks (Quercus virginiana), Wax Myrtle (Myrica cerifera), and a variety of mowed yard grasses and ornamental bushes. Man-made structures on the property include the main house, a vehicular bridge, two footbridges, gravel paths, a boathouse, a timber boardwalk, bulkhead, a man-made canal, boat basin and a pond southwest of the main house. During the 1980's, a pond on the northeast side of the house was filled. Advanced Property Concepts began construction on a 36 slip docking facility in the boat basin in 1987 under CAMA Major Permit #141-86, but defaulted on the property soon after the basin was completed. Currituck County purchased the property and began renovations that have included reconstruction of a footbridge, repairs to the house, the addition of a public boat ramp and six slips (CAMA Major Permit #148-89) and the placement of riprap along the shoreline adjacent to the Currituck Sound for erosion control (CAMA Major Permit #166-96). In 2003, CAMA Major Permit #118-03 was issued for the Currituck County, Whalehead Club Field Investigation Report Page 3 placement of riprap along the unprotected portions of the shoreline and building up the existing riprap. This permit also allowed for the partial filling of the existing pond to promote the growth of wetland vegetation. The shoreline within the development area is approximately 3,350' in length. Approximately 1700' of the shoreline extending westerly from the mouth of a canal located in the southeast portion of the property to the northwest side of the peninsula located in the southwest portion of the property has been riprapped. Approximately 200' of bulkhead exists along the shoreline extending from the mouth of a canal leading into the basin located in the northwest portion of the property. An additional 250' of bulkhead exists along the northeast portion of the property within the basin. The remaining shoreline within the basin and canal has a 2 ft escarpment that is sloughing off and the remaining shoreline adjacent to the Currituck Sound has a 1 ft escarpment. Several small patches of Giant Cordgrass (Spartina cynosuroides) and Scirpus spp. have grown within the existing riprap along the southern shoreline. On the western-facing shoreline there are more extensive stands of Cattails (Typha spp.) and Giant Cordgrass (Spartina cynosuroides). The waters of the Currituck Sound in this area are classified as SC and are closed to shellfish taking. There is approximately 5 to 6 miles of open water to the west and south of the project site. Water depths within the project site range from NWL to -1' and the bottom substrate within this area is made up of fine sands. Submerged aquatic vegetation was observed along the shoreline adjacent to the Currituck Sound, but was growing in deeper waters outside of the project area. Based on available information, there appears to be no archaeological sites on this property; however, the site is on the National Historic Register. Development Proposal In order to prevent further erosion to the shoreline within the existing boat basin, the applicant proposes to construct approximately 312' of bulkhead along the southern shoreline of the basin. The proposed bulkhead will tie into an existing bulkhead that is located at the mouth of the basin on its western side and will be positioned landward of a 110 SF patch of smooth cordgrass (Spartina altemiflora) located in this area. The remaining alignment will closely follow the escarpment and range from 1 ft waterward of NWL to above NWL for a length of 247'. The remaining 65' of the proposed bulkhead within the basin will be constructed 3 ft waterward of an existing bulkhead to provide support for a proposed boardwalk. A return wall will then tie the proposed bulkhead into the existing bulkhead. The proposed timber boardwalk will be 8 ft wide and will have a total length of 346'. It will lead from an existing footbridge located on the western side of the basin a distance of 62' and then will tie into the previously mentioned bulkheads cap and will follow the shoreline for the remaining 284' where it will connect to an existing boardwalk. The boardwalk will be constructed so that it will sit just above ground level. In order to prevent further erosion within the existing canal that connects to the boat basin on the southeastern side, the applicant proposes to construct approximately 632' of bulkhead Currituck County, Whalehead Club Field Investigation Report Page 4 along the western shoreline and grade the eastern shoreline. Along the western shoreline, a 262' section of the proposed bulkhead will tie into an existing return wall located at the base of a footbridge that crosses the mouth of the canal and run in a southerly direction where it will connect to an existing return wall associated with a vehicular bridge. Within this section of bulkhead, approximately 20' will average 3 ft waterward of NWL with a maximum of 5' to protect the root systems of Live Oaks. The rest of the bulkhead within this section will be at or above NWL. The remaining 370' of proposed bulkhead will continue southerly along the shoreline beginning at the return wall on the south side of the vehicular bridge and end with a return wall where the canal opens into the Currituck Sound. The applicant proposes to grade approximately 215' of the eastern shoreline along this canal. The shoreline will be graded back on an 8:1 (H:V) slope and replanted with wetland and high marsh plant species. Along the shoreline adjacent to the Currituck Sound, the applicant proposes to construct a combination of riprap sills along with realigning and upgrading an existing concrete riprap alignment. The proposed sill structures will have a total length of 856' and will be 12' in width. The waterward toe will average 6 ft waterward of the current NWL with a maximum of 12' and have a height of 3 ft above NWL. The proposed riprap alignment will have a total length of 931' and will be 13' in width and the waterward toe will average 6 ft waterward of NWL. Landward of the proposed riprap, sand fill will be placed in the configuration of a small coastal dune feature. The proposed dune will be vegetated primarily with saltmeadow hay (Spartina patens). In the areas where the sills will be placed along the existing riprap alignment, the existing concrete riprap will be removed and used as a core material for larger armor stone to be placed upon. Within the area landward of the proposed riprap sills where the concrete riprap has been removed, the applicant proposes to add a sandy planting medium and plant emergent wetland sprigs. Along the western shoreline adjacent to the Currituck Sound, the applicant proposes to leave three openings within the riprap sill alignment. These areas will be graded to a 10:1 slope and vegetated with saltmeadow hay (Spartina patens). Anticipated Impacts • The construction of the bulkhead along the proposed alignment will result in the filling of approximately 1,000 SF of Estuarine Waters and Public Trust Area AEC's with clean fill from an upland source. • The construction of riprap along the proposed alignment will result in the filling of approximately 5,586 SF of Estuarine Waters and Public Trust Area AEC's with clean fill from an upland source. • The construction of the riprap sills along the proposed alignment will result in the filling of approximately 5,136 SF of Estuarine Waters and Public Trust Area AEC's. • The proposed riprap and sill alignment will result in the filling of 538 SF of Coastal Wetland AEC. • The construction of the riprap sills along the proposed alignment will result in the creation of approximately 8,000 SF of Coastal Wetland AEC. Seven pages have been submitted for both the existing layout and proposed layout totaling 14 pages that need to be arranged accordingly. Each one of these pages needs to be reviewed independently of each other and all pages must contain the necessary requirements and labels. It would be advantageous for the reviewing agencies to have one large plan view of each layout so that they are not paging thru and trying to match sections and then having to cut, fold and tape them together. This will speed the review process. That exhibit (see Section 4, map pocket), dated 4/20/88, shows an entire property boundary that appears somewhat accurate, except for the SE corner near the existing Corolla Light development. We have scanned and digitized the Currituck County GIS property boundary layer and included it on the overall layout sheets. The adjacent landowners are also shown. Since no other official mapping is available, we trust this information will permit you to continue the permitting process. 4. A Narrative Description of the proposed development must be provided. Please submit a narrative that addresses the full activities of the project, along with the appropriate needed justification for permitting development activities that can have negative environmental impacts. This parcel extends from the seaside to the sound and is undeveloped except for the lighthouse improvements. To the east-southeast of the project site is the Corrola Light residential development. Single-family lots and community association property are located adjacent to the project site. h. The extended boardwalk from Sta. 24+50 to 27+75 will provide pedestrain access along the inner boat basin to the bridge crossing that connects with the Wildlife Center. c_ Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. The approximate 25-acre parcel, known as Currituck Heritage Park, is comprised of two separate areas. The first area is an I I-acre island-like feature where the historic Whalehead Club house is located (Section 2, Sheet C- I & C-2). The remaining 14-acres are dedicated to parking, open-space, and the newly constructed North Carolina Wildlife Resource Commission's Outer Banks Center for Wildlife Education (Wildlife Center). These two areas are physically separated by canals and a boat basin that were excavated in the 1920'x, with the excavated material being used as till during the construction of the Whalehead Club residence and grounds. The original owner also constructed an airplane runway out into Whale Head Bay. A small segment of the runway remains today. The subject of the attached CAMA application and drawings (C-I thru C-3) is specific to the immediate shoreline surrounding the I 1-acre, Whalehead Club house property. The following is a brief description of the existing conditions and proposed improvements along the approximate 3,550 linear feet of shoreline that can be seen on the attached drawings. EXISTING CONDITIONS Interior Shoreline - Boat Basin: At the northwest corner of the island is an inlet or channel that provides ingress/egress for boats utilizing the inner boat basin. An existing, elevated timber bridge provides pedestrian access in this area between the Whalehead Club and the Wildlife Center to the north. The shoreline in this location is hardened with a timber bulkhead that extents westward from the bridge for approximately 150 feet, and eastward into the boat basin for approximately 35 feet. No work is being proposed to this bulkhead. The eastern shoreline beyond the bulkhead terminus and between the dock facilities is characterized by unstable soils, susceptible to repeated wetting, drying and sloughing. An eroded bank face exists on this section of shoreline (approximately 250 linear feet) with erosion rates likely in the range of 0.5 feet, or less, per year (based on visual observations over a 24-month period). Bulkheading is being proposed for this area (see Photo A below). The only mapped CAMA wetland in this area is located just east of the bridge structure, where a small pocket of Spartina alterniflora (smooth cordgrass) is located. Impacts to this wetland are being avoided by aligning the bulkhead landward of the vegetation. Photo A: Interior boat basin shoreline with eroding edge. A 280-foot section of timber bulkhead can be found along the shoreline that backs the existing dock facility (see Photo B). This bulkhead extends around the northeastern point of the island, just past another existing pedestrian bridge structure. No work is being proposed to this bulkhead, except for the western 65 feet • of the wall where a new boardwalk and section of replacement bulkhead is proposed. Interior Shoreline - Canal: The eastern boundary of the island is formed by a narrow, man-made canal that is bisected by Club Road. The northern canal segment has unprotected shorelines on both sides that exhibit low to moderate erosion conditions (see Photo Q. The western canal shoreline, however, has several large Quercus virginiaua (live oak) trees that arc positioned on the bank edge with exposed root systems. The eastern canal shoreline is adjacent to an open grassed area or field used for overflow parking and special events. No CAMA wetlands were found within this canal system. The southern canal segment is similar to the northern, except the eastern shoreline is already stabilized with a timber bulkhead. The majority of this existing bulkhead runs along the Corolla Light Community Association property. The western shoreline is characterized by an eroding bank adjacent to an open grass held. The southern end of the canal system has a small stand of pines on the western shoreline. Photo C: Eastern canal with eroding banks on east and west shorelines. Wave driven erosive forces are minimal within the canal system given the limited fetch exposure in this area and no boat traffic. Erosion can be attributed to over steepened, erodible soils that are continually exposed to wetting and drying, resulting in bank sloughing. Exterior Shoreline - Currituck Sound: The majority of the existing shoreline along the sound, beginning in h t e southeast corner of the island and extending around to the western shoreline, is covered by broken concrete. These materials were placed in a non-uniform manner with varying angles of repose, structure thickness, and horizontal distribution (see Photo D). Although this existing concrete debris has provided increased erosion protection, the structure is considered as non-sustainable, provides limited I? z ` Photo D: Typical condition of broken concrete debris found along the southern shoreline. Photo taken looking westward across the sound. habitat value, and has few aesthetic qualities. Structural solutions are necessary in this location due to the 5 to 15 mile fetch across the sound. Long fetch distances and the potential for increased water depths during storm events can lead to significant episodes of wave energy and erosion conditions. Fluctuations in Currituck Sound water surface elevation were documented by the U.S. Army Corps of Engineers in Duck, NC, with annual spikes cresting more than 1.5 feet above the normal water level (see Figure 1). In 1999, Hurricane Floyd caused the sound's water surface elevation to increase between 4.0-4.5 feet above the normal water surface elevation. Species such as Spartina cynosuroides (giant cordgrass) and Scirpus pungens (bulrush) are scattered within the matrix of concrete revetment. On the western-facing shoreline there are more extensive stands of CAMA wetlands comprised of Typha spp. (cattail), giant cordgrass, and Salidago sempervirons (seaside goldenrod). PROPOSED IMPROVEMENTS Interior Shoreline - Boat Basin: Approximately 312 linear feet of timber bulkhead is proposed along the currently eroding shoreline west of the boat basin dock facility (see Section 2, Sheet C-2). The bulkhead alignment will closely follow the existing eroded bank face, with a channelward encroachment of no more than three feet from the top of bank. The small patch of smooth cordgrass located near Sta. 25+00 will not be impacted by the bulkhead placement, since the wall will be positioned landward of these CAMA wetlands. Replacement bulkhead will be installed between Sta. 27+00 and 27+65 since a new boardwalk extension is proposed from the dock facility to the pedestrian bridge at Sta. 24+40. The alignment of the 8-foot wide boardwalk has been shifted channelward to avoid impacting several large live oak trees located close to the shoreline between Sta. 27+00 and 27+40. As a result, the outer edge of the proposed 8-foot wide boardwalk extends channelward (approximately 3-foot overhang) from the existing bulkhead in this location. It was determined that a 65-foot segment of replacement bulkhead would provide proper support for this segment of new boardwalk and serve as advance bulkhead replacement work, given the age of the existing timber structure. The proposed 8-foot wide, timber boardwalk would extend and provide a complete pedestrian connection around the boat basin by linking the existing walkway at the dock facility to the bridge crossing. The 346- foot long walkway would be constructed flush with the bulkhead cap and sit just above existing ground elevation. No CAMA wetlands or trees would be impacted by the boardwalk. Interior Shoreline - Canal: Approximately 632 linear feet of new bulkhead is proposed to stabilize the western shoreline of the canal system (see Section 2, Sheet C-2). The bulkhead alignment will closely follow the existing eroded bank face, with a channelward encroachment of no more than three feet from the bank. However, the bulkhead would extend up to five feet channelward of the bank where existing mature live oaks are located along the edge of bank. The additional encroachment in these areas would allow for increased construction access and provide space for placing additional soil medium around the exposed root system of the live oaks. One section of eroding canal shoreline along the eastern bank is proposed to be graded back on an 8:1 (H:V) slope and replanted with various wetland and high marsh plant species. This method of stabilization should prove effective given the low-energy environment within the eastern canal system. Exterior Shoreline - Currituck Sound: A significant portion of the southern shoreline improvements can be described as replacement and upgrade of the existing broken concrete. A new riprap revetment will be installed just channelward of the existing broken concrete. The face of the existing broken concrete will be re-graded to create a uniform sloped surface prior to the application of geotextile material and armor stone layers. Two interlocking layers of armor stone will be installed on a 2:1 (H:V) slope. A 5-foot wide splash apron beginning at the revetment crest (+3.5' normal water level) will be constructed as part of the improvements. Landward of the revetment, sand fill will be placed in the configuration of a small coastal dune feature that will provide increased habitat and aesthetic benefits. The proposed dune will be vegetated primarily with Spartina patens (saltmeadow hay). In addition to the revetment treatment, sill structures are being proposed along the sound shoreline that will allow for the creation of wetland planting terraces. The wetland terrace will be created by completely removing portions of the broken concrete debris, installing a sandy planting medium, and planting emergent wetland sprigs behind the protective sill structure. The sill will be constructed from quarry stone with two interlocking layers of armor stone. The sill core will be constructed from salvaged broken concrete materials, with any un-used concrete material being disposed of offsite. The sill crest height is proposed to be +3.0 (normal water level), which is approximately 1.5' above the average annual storm surge elevations (see Figure 1). Waves generated during these frequent events will encounter the proposed sill structure, which is designed to protect the proposed wetland terrace and adjacent upland. There are portions of the western sound shoreline that will remain in their current condition, with no proposed improvements. Sill structures were considered between Sta. 17+50 and 19+50, but submerged aquatic vegetation (SAV) was observed very close to the shoreline in this area. In an effort to avoid and minimize impacts to this resource, no erosion control treatments are being proposed. SUMMARY The proposed erosion control treatments have been located to avoid and minimize impacts to CAMA wetlands and SAV resources. Vegetated impacts that would occur are due to several small patches of vegetation growing within the matrix of the existing broken concrete. In addition, the largest impact occurs near Sta. 17+00 where a terminal sill is proposed. This sill was considered critical and necessary since the upland "necks" down to a fairly narrow strip of land. The terminal sill will help prevent future erosion in this area by maintaining the proposed shoreline configuration and wetland plantings planned for this area. Total impacts to CAMA wetlands are estimated to be approximately 518 square feet. The proposed project includes the creation of approximately 12,000 square feet of coastal dune habitat and the enhancement and creation of 8,000 square feet of emergent wetlands. The created/enhancement areas are much larger in size than the fragmented impact areas and will provide increased habitat value along this reach of shoreline.
