PROJECT SUMMARY: The project proposed is for the relocation of four existing slips and eight existing mooring areas, the placement of three new floating docks, finger piers and pilings. There would be a total of 43 slips with 19 currently existing (which includes the relocated 4 slips and 8 moorings). 9. Narrative Description The NC Maritime Museum project is located at 107 West Beaufort Road in Beaufort. The property is owned by the Maritime Museum with the exception of the portion recently acquired by The NC DOT for the Gallants Channel replacement bridge. The site is currently providing dockage for museum vessel and transient boaters. Field Investigation Report: NC Maritime Museum Page 02 The property is 26 acres in its entirety and is an average of 8' above NHW. Presently there are existing docks, parking lot, bulkhead and driveway along the NC Maritime Museum portion of the tract. The NCDOT portion of the tract currently houses a boat ramp, dock, four slips and 8 slip mooring field. There is a fringe of coastal marsh on the DOT property however the proposed work for the Museum would not affect the coastal wetlands along this shoreline. They mostly consist of Spartina altemiflora and Spartina patens. The undeveloped portion of the high ground on the Museum property is comprised mostly of grass and scrub bushes. The developed portion of the high ground contains a rest room facility, parking lot, picnic area with trash receptacles, and movie viewing area. The existing development is a public project. There are commercial properties to the Northwest and state agencies to the southwest of the project area. The Town of Beaufort Land Use Plan classifies this property as Industrial, with all AEC's classified Conservation. This section of Town Creek is not designated as Primary Nursery Area and is not open to the taking of shellfish. Town Creek within this area carries a water classification of SC. Riparian corridors were determined through field visits and aerial photography. Substrate in Town Creek is mostly silt. No SAV's or shellfish beds were observed within the proposal project area. 10. Proiect Description: The current proposal is for the addition of 24 new slips with new docks, pilings and finger piers. There are 19 slips currently with the addition of 24 for a total of 43. The proposal is also for the addition of 3 floating docks to accommodate a total of 43 slips (19 existing and 24 new). The southern most floating dock would be 8' x 150' with four 4' x 30' finger piers and an 8' x 100't-platform at the end. This dock would attach to an existing dock which is parallel to the existing boardwalk and would be accessed by an existing 4' x 30' gangway. There would be 16 tie pilings located within the new dock area. The southern dock area would accommodate slips 1-12 and two larger boats with side-to dockage outside of the t-section on a temporary basis for slip areas 23 and 24. The northern floating dock would be 8' x 200 with four 4' x 25' finger piers and 8 tie pilings. The dock would accommodate slip areas 13-20 and two larger boats with side-to docking outside of the floating dock on a temporary basis for slip areas 21 and 22. The applicants are proposing a floating dock which would extend northeast from the north floating dock and would retain the dimensions of 8' x 305' and then would connect to the existing parallel dock at the new south dock location. This would accommodate the five slip areas shown northeast of the northern dock and labeled for slips 25-29. These would not be considered new slips since they have been counted towards the existing slip count of 19. The northern dock would not extend any farther than 135' water ward of the existing bulkhead. The outermost part of the south dock would not extend farther than 160' from the existing floating dock. A portion of this dock extends into the NC DOT bridge project area, however at this.time there is a Memorandum of Understanding and Agreement between the NCDOT and the NC Department of Cultural Resources allowing the NC Maritime Museum use of this area with the understanding that removal will be required once the bridge project is underway. All docks would retain a width of 8' in order to Field Investigation Report: NC Maritime Museum Page 03 provide safe access for the public when touring attractions and education vessels per the applicant. This facility would remain for public use. The width of Town Creek in this area is 673'. The proposed project would be a total length of 160' from the existing floating dock and would not be a hindrance to navigation. 11. Anticipated Impacts: The proposed docks and platforms would shade 5,460 ft2 and incorporate 43,000 ft2 of open waters. The setting of pilings would cause an increase in temporary turbidity. There would be no hindrance to navigation. The width of the access portion for the docks would be greater than six feet however per 71-1.0208 (6) (A) could be permitted if the greater width is necessary for safety or to improve public use access. The total length which includes the tee- platform for the docking system would be 160' waterward of the existing floating dock. This project has the potential to add additional public access and more transient boating access. It also has the potential to cause economic hardship on private marinas within the area. The proposal is for the addition of floating docks, finger piers, pilings and 24 new slips for public use. The applicants propose three floating docks with the dimensions of 8' x 150', 8' x 200' and 8' x 305'. The 8' x 150' dock would have four 4' x 30' finger piers, an 8' x 100' tee platform and 16 tie pilings. The 8' x 200' dock would have four 4' x 25' finger piers attached with 8 tie pilings. The 8' x 305' floating dock would house five existing slips and attach to the existing floating dock. The width of the docks would be greater than six feet, however per 714.0208 (6) (A) could be permitted if the greater width is necessary for safety or to improve public use access. The DCM district agrees with this assessment because of the large volume of the existing user group. The total pier length, which includes the platform, would be a maximum of 160' from the existing floating dock. Therefore I recommend the project be authorized as proposed on plats dated received February 27, 2008, contingent upon all applicable general conditions and the following standard conditions: A condition for dock removal for the enchroachment in the DOT bridge project area. The Department of Transportation (DOT) recently acquired a portion of the Museum's property for the Gallants Channel replacement bridge but is allowing the Museum to continue to use the property for its various programs until the bridge project is underway. The Museum will lose four permanent slips and an eight slip mooring field when they are asked to abandon DOT's property. This proposed project will in part, allow for the relocation of those slips to an area directly adjacent to the Museum's property. It is further understood that a portion of the docking facilities proposed by this permit application will need to be removed at the time of bridge construction. (I have attached a Memorandum of Understanding and Agreement between the NC Department of Transportation and the NC Department of Cultural Resources.) This proposed project consists of the placement of floating docks with a total of 29 slips into Gallants Channel at the Museum's Gallants Channel Annex property located in the Town of Beaufort, Carteret County. The site is approximately 26 acres in size and is located adjacent to Gallants Channel, West Beaufort Road (NCSR 1170) and the Michael Smith Airport. The southern most floating dock will be approx. 150' long x 8'wide with four, 30' long x 4' wide finger piers and an approx 100' long x 8' wide "T" dock at its end. This dock will attach perpendicularly to an existing floating dock which is located immediately adjacent and parallel to the existing boardwalk. Pedestrian access to the proposed dock will be via the existing 30' long x 4' wide ramp which already provides access to the existing floating dock. The proposed dock will have 16 tie-up pilings and the ability to moor up to 12 boats. Two larger boats would also have the ability to "lay-to" the outside of the "T" section but only on a temporary basis since no tie-up pilings are available. The northern floating dock will be 200' in length x 8' wide with 4 finger piers each being 25' long x 4' wide. A 30'x 4' wide ramp will provide access to the floating dock. The dock will have 8 tie-up pilings for 8 boats plus the ability for two larger boats to "lay-to" the outside of the floating dock but only on a temporary basis since no tie-up pilings are available. Also proposed is the placement of an approx. 305' long x 8' wide floating dock which will connect the two proposed piers. This floating pier will be directly parallel and adjacent to an existing bulkhead and its primary purpose will provide for an enhanced docking and loading/unloading area than what presently exists. Since there will be no off-shore tie-up pilings associated with this dock, only the larger boats would be able to moor in this area because of wind and wave conditions. It is estimated that there is a potential for up to 5 large boats which could temporarily moor in this area. The proposed project will provide dockage for museum vessels and for visiting historic, educational and transient vessels that come to Beaufort. The floating docks (excluding the finger piers) are proposed to be 8' in width in order to provide a safe fairway for the public when touring attraction and educational vessels that will be mooring at this facility. A portion of the proposed docking facility will be built in part with a Boating Infrastructure Grant from the US Fish and Wildlife Service. The purpose of the grant is to provide docking and other facilities for recreational transient vessels greater than 26' in length. This project is subject to the NC State Environmental Policy Act and has successfully completed State Clearinghouse review with a Finding of No Significant Impact (please see attachment). Besides the application and accompany drawings, I am enclosing 6 large plats of the site and proposed docking plan as an attachment to the application. If you need more copies please let me know. The wetland delineation for this site was completed in 2004 and I have attached 6 copies of this delineation along with the sign-off from the US Army Corps of Engineers as another attachment. If you need more copies of this, please let me know. It is my understanding that Mark Hardeman approved the Coastal Wetland delineation in December of 2004. I have also included a letter from the Director of the NC Maritime Museum authorizing Jones Coastal Consulting, Inc. to act as their agent for this permit application.
