PROJECT SUMMARY: The project proposed is for the extension of the existing riprap groin/breakwater and excavation of the channel and groin extension area. 9. NARRATIVE DESCRIPTION: The WRC boating access project is located on HWY 12 and adjacent to the Cedar Island Ferry Harbor. The property is owned by the State of North Carolina Wildlife Resources Commission. The site is currently providing residents with access to Pamlico Sound from Cedar Island. Field Investigation Report: NC Wildlife Resource Commission Cedar Island Boat Ramp Access- Site Improvements Page 02 The property is 63,162 square feet in its entirety and is an average of 4' above NHW. Presently there are existing docks, boat ramps, parking lot, bulkhead and riprap groin/breakwater along the WRC portion of the tract and an existing north breakwater/groin along the NCDOT Ferry Division portion that is adjacent to the property. There is a small fringe of coastal marsh on the southwest portion of the existing parking lot the existing bulkhead however the proposed work would not affect the coastal wetlands along this shoreline. They mostly consist of Juncus roemerianus and Spartina patens. The undeveloped portion of the high ground is void of most vegetation with the exception of a few cedars, grass and scrub bushes. The developed portion of the high ground contains a parking lot, and one trash receptacle. The existing development is a public project. The Cedar Island Ferry is located west with privately owned beaches east of the project area. The Carteret County Land Use Plan classifies this property as Rural, with all AEC's classified Conservation. This section of Pamlico Sound is not designated as Primary Nursery Area. This portion of the ferry harbor and WRC boat ramp access area is closed to the taking of shellfish. Pamlico Sound within this area carries a water classification of SA, HQW and NSW. Riparian corridors were determined through field visits and aerial photography and appear to coincide with the plat dated received February 9, 2009. Substrate in Pamlico Sound is mostly sand. No SAV's or shellfish beds were observed within the proposal project area. 10. Pro.iect Description: The current proposal is for the extension of the existing groin/breakwater and excavation for the extension area and existing channel. There is currently no upland development and/ or reconfiguration of the parking lot, docks and boat ramp area proposed for this project. The proposal would remove 655 cubic yards of material from the channel area and 156 cubic yards from the groin/breakwater extension area. The dimension for the channel would be 45' x 262' with the average existing depth at -4.5' nlw and a final project depth of -6' nlw. The dredging for the groin area would be 61' x 69' with an average existing depth of -5' nlw and a final depth of -6' n1w. An offsite disposal area would be located south east of the project area within an existing berm. The property is owned by Mr. Clayton Fulcher. Mr. Fulcher has given written permission to the WRC for use of this area. The spoil disposal dimensions would be 85' x 195' with a maximum height of 3' above substrate and an 2:1 side slope ratio. A temporary construction entrance would be in place and would retain the dimensions of 25' x 50'. A bucket to land method would be used during the excavation process. The total length of the shoreline is 190'. The proposal is also for the extension of the existing riprap breakwater. The extension dimensions would be 54' x 150'. The height of the structure would be a maximum of +6' above nlw. A layer of filter fabric would be placed with a layer of mat stone 1" to 2" per piece for 12" thick. The larger riprap would then be placed with no more than a 2:1 side slope. The base of the breakwater would not be greater than 54'. The width of Pamlico Sound in this area is several miles. The proposed breakwater extension and the existing breakwater would be a total combined length of 510' from nhw and would not be a hindrance to navigation. 11. Anticipated Impacts: The proposed breakwater extension would fill 8,100 ft2 of open waters. The proposed dredging would excavate a total of 15,999 ft2 of open waters and would cause temporary turbidity. The breakwater would not be a hindrance to navigation due to the total length which includes the existing portion of the breakwater would be 510' waterward of nhw. This project would add easier public boat and fishing access to Pamlico Sound and reduce future maintenance. This is the case as shown on the plat dated received 2/9/09 and through field verification. The proposal is for the extension of an existing breakwater and channel excavation for public use. The applicants propose excavation of the channel (45' x 262' to a final depth of -6' nlw ) and new breakwater area ( 61' x 69' to a final depth of -6' nlw) and a 54' x 150' breakwater extension. The total breakwater length, which includes the existing portion would be 510' from the NHW and would not extend farther than the existing ferry breakwater. This would be a hindrance to navigation. I find this proposal to be consistent with 15A NCAC07H.0208 use standards. Therefore I recommend the project be authorized as proposed on plats dated received February 9, 2008, contingent upon all applicable general and the following standard conditions: • The new section of the breakwater shall not impede navigation and shall not extend farther than the adjacent NC Ferry Division breakwater. A preconstruction conference shall take place before any work begins. The facility was originally constructed in 1988 and currently provides two boat ramps and two fixed docks. Rock jetties line the north and south sides of the boat ramp basin. The north jetty, which also provides protection for the adjacent ferry landing, was constructed by the NC Department of Transportation (NCDOT) Ferry Division and pre-existed the boat ramp facility. With the construction of the boating access area, a permit was requested and issued for the construction of a rock jetty to the south of the site. With a total length of 460 LF, the proposed jetty was intended to protect the boat ramp basin and navigation channel from wind/waves while also eliminating the need for frequent maintenance dredging. Original construction of the south jetty was halted after sustaining considerable storm damage during construction. For economic reasons the project was never fully completed. A modified extension to the jetty structure was permitted and built in 1997, however a significant shoaling problem still exists at the entrance to the boat ramp basin. Maintenance dredging is currently required on approximately a bi-annual basis. Project Description To improve conditions at this site and investigate alternatives to minimize dredging events, a shoaling analysis was performed in July 2007. In support of the analysis a hydrographic survey was conducted of the ramp basin, the entrance channel, and surrounding waters. Tidal data for the project area was obtained from NOAA. As a result of the analysis, Criser Troutman Tanner Consulting Engineers recommended two alternatives for addressing the shoaling problem at the Cedar Island Boating Access Area. Option 1 was a nonstructural alternative and involved the development of a sediment deposition basin on the south side of the entrance channel. Sediment would be collected in the basin and allow continued navigation through the entrance channel during dredging events. However, this alternative did not relieve the site of the continuous need for maintenance dredging. Although cost savings would be provided with a more economical dredging schedule, Option 1 was not the preferred alternative given the need for continued dredging. The second option involves the extension of the southern rock jetty by a distance of approximately 150 ft. to a point beyond the controlling contour. Although more expensive initially, this option would eliminate most of the dredging requirements for the site and thereby reduce annual maintenance costs. For this reason Option 2 has been chosen as the preferred alternative and is represented below in Figure 2. Approximately 750 cubic yards of material will be removed from below the Normal High Water Line as required to re-establish the navigation channel and provide access to the boat ramp areas. Approximately 150 cubic yards of material will be removed to accommodate jetty construction. Dredging will be accomplished by mechanical means. Trucks will be used to transport dredged material along the proposed route for disposal at the existing disposal area located on the adjacent property to the south. No wetlands will be excavated. Erosion & Sedimentation Control The disposal area has sand dikes along the north, south and east sides. Any necessary dike improvements will be made prior to commencing the dredging operation. Sediment fence will be used as indicated on the plans to prevent sediment pollution from leaving the site to the west. All disturbed areas will be stabilized by seeding and mulching upon completion of any phase of construction activities. From our pre-app meeting, I had understood that the DWQ 50' buffer was the only thing DCM wanted to see on the plans, and that there was no CAMA AEC in this area (because the Neuse River buffer overruled CAMA's AEC). Anyway, sorry for the misunderstanding. That would be fabulous if you could make these changes for us and expedite the process. So, as an authorized agent acting on behalf of the NCWRC for the processing of this CAMA Major Permit, please add the necessary statement regarding the 575' CAMA AEC.
