Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Onsite: Existing conditions consist of mostly clear-cut areas with some mixed forest along the streams and around wetland areas as well as dirt roads/paths throughout the property. Cedar Creek bounds the westem property boundary and there is a 1.25-acre pond that straddles southern property boundary. Offsite: The additional 1,279 LF of offsite easement for sanitary sewer is wooded. The general land use in the vicinity of the site is rural residential and wooded land. 3b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts A, B and C are all proposed non -electric utilities parallel impacts within the riparian buffer. An offsite wetland delineation was conducted to determine a path that would avoid wetlands and open waters. The parallel riparian buffer impacts were minimized to the maximum extent practicable by shifting the easement to the northeast. There is an existing stormwater BMP and its construction easement located on the adjacent property that had to be avoided. Note that the original sanitary sewer connection design for the Clearwater Creek Subdivision was to bore under Cedar creek to the west and connect to the existing sanitary sewer easement. The applicant was notable to acquire an easement from the neighboring landowner despite repeated attempts, therefore another easement and connection needed to be obtained. See attached Easement Plat. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Per the project engineer.- On the downstream side of the easement, there will be a row of high hazard silt fence to protect against sediment leaving the site for the sewer construction. The construction time for building the sewer is going to be short and the disturbed areas will be stabilized quickly. FORM: BA 10-2013 Page 4 of 6 C. Impact Justification and Mitigation, continued 2.
