On February 22, 2018,Andy Neal of the Raleigh Regional Office(RRO) conducted an inspection at the
subject facility The cooperation of Mr Adam Stephenson, operator in responsible charge(ORC) of the
facility, along with several other facility crew members, was appreciated Fmdmgs during the inspection
were as follows
1 Your NPDES permit was issued effective January 1, 2016 and expires on April 30, 2019
2 The 1 0 MGD treatment plant consists of a mechanical bar screen, influent pump station, solids
cutter, flow splitter box, dual surge tanks, biological reactor, dual aeration basins, three clarifiers,
two sludge holding tanks, three tertiary filters, flow meter, two UV disinfection banks,post
aeration, on-site generator for back-up power
3 At the time of inspection, the plant was experiencing a major upgrade and preparing to shift from
the current 1 0 MGD system to a new 3 0 MGD system The current system was operatmg at
approximately 0 78 MGD at the time of inspection All aeration basins, clarifiers,tertiary filters,
and UV banks were in use and seemed to be operating properly Weirs m the secondary clanfier
were clean with no obstruction blocking flow Activated sludge is digested then gravity thickened
and land applied by McGill Environmental Systems of NC, Inc ,permit number WQ0006816
Effluent at the discharge point appeared clear with no observed negative effects to the receiving
stream, Terrible Creek
4 Mr Stephenson explained that the plant expansion will include upgrades of a SCADA system,
large and small bar screens and grit classifier, and two gravity belt thickeners McGill will
continue to manage sludge handling
5 Commercial lab results, chain of custody records, and bench sheets were compared with data
submitted on the DMRs for the months of April 2016 and June 2017 No discrepancies were
noted Terrible Creek WWTP laboratory analyzes the following parameters pH,DO,
temperature.Mentech analyzes all other parameters
6 Discharge Monitoring Reports (DMRs) for the period March 2015 through December 2017 were
reviewed for compliance with permit limits and monitoring requirements Violations noted are
