Project setting
Howard and Sue Brown, has requested a CAMA Major Permit be processed for a
pier extension with platforms, and the installation of 3 additional boat lifts. The project site
is located on SR 1746 at 1597 Bayview Road, on the Pamlico River in Bayview near the
Town of Bath in Beaufort County, North Carolina.
The site is a ±0.32-acre tract consisting of lots 15 and 16 in the G. E. Slade
Riverside Lots development of Bayview. The property has 100' of shoreline and is
stabilized with a bulkhead. The Brown's currently have a 5' 4" wide by 200' long pier
including a 16' by 16'T-head at the waterward end. The existing pier is centered on the
property. Approximately 72' out on-the-existang_pier on the upstream (west) side is a 12' by
12' platform with a single piling jet ski davit. On the opposite side of the pier-at this location
is an existing 12' by 12' boat slip. The applicant currently has 400 ft2 of platform associated
with their pier which is the maximum allowed by rule for a 100' shoreline. The water depth
at the end of the existing T-head platform is ±3.9'. Water depths along the proposed project
site were surveyed and are recorded on the included platwork.
A dwelling outside of the Coastal Shoreline Area of Environmental Concern (ACE)
was removed from the site recently and the only remaining structures on the lot are a pump
house foundation and storage shed. Vegetation on the tract consists of a centipede lawn
with a pecan tree and a pine tree. The property is bordered on both sides by developed
home sites with similar vegetation including several pines, hardwoods and ornamental
shrubbery. Both adjoining properties are bulkheaded and the upstream side has a pier of
similar length to the applicant's and includes a boat lift and a jet ski lift. Pier lengths along
the shoreline vary from less than 50' to over 400'.
There was sporadic submerged aquatic vegetation in the near shore area but none
noted past 75' into the River at this location. The Pamlico River at this location is classified
as SB-NSW by the Environmental Management Commission. The Pamlico River at the
project site is designated as coastal water and is closed to shell fishing.
Project Description
The applicants propose to extend the existing 5'4" wide pier out 158' for a total of
357'. The water depth at the end of the propose pier extension is ±4.5'. While this will
extend past the pier to the immediate right and left of the applicant's pier, it will be well
within the established pier length along this shoreline. The existing 16' by 16' T-head will
be removed and a 16' by 16' T-head will be constructed at the end of the new pier
extension but within the total length of 357. An 18' by 18' uncovered boat lift is proposed
at the end of the pier extension on the downstream side. A 5'4" wide by 13' long stepdown
platform will provide access to the new boat lift. The applicants propose to reduce the
existing 12' by 12' platform with the jet ski lift to a 6' by 12' platform. The adjoining
uncovered boatlift at this location will remain as is. The total platform size with the
reconfiguration will be 398.2 ft2 which is under the 400 ft2 allowed for 100' of shoreline. The
applicants also propose to install two 12' by 12' uncovered boat lifts ±200 out at the area

of the old T-head.
Anticipated Impacts
The total amount of disturbance for the project site is ±0.07 acres (±3,230.2 ft2)
associated with the pier extension. No disturbance or impervious surface is proposed
within the 75' Coastal Shoreline Area of Environmental Concern (AEC). The existing pier
and platforms shade ±1,344 ft2 of river bottom. The existing pier and modified jet ski
platform, when added to the proposed pier extension and relocated platforms, will shade
2,546.2 ft2 of river bottom. The increase in shading proposed by the addition is 1,202.2 ft2

below the NWL.
Anticipated Impacts
The total amount of disturbance for the project site is ±0.07 acres (±3,230.2 ft2)
associated with the pier extension. No disturbance or impervious surface is proposed
within the 75' Coastal Shoreline Area of Environmental Concern (AEC). The existing pier
and platforms shade ±1,344 ft2 of river bottom. The existing pier and modified jet ski
platform, when added to the proposed pier extension and relocated platforms, will shade
2,546.2 ft2 of river bottom. The increase in shading proposed by the addition is 1,202.2 ft2
or 47%. The proposed development will result in localized short-term turbidity.

Project Narrative
Located on the Pamlico River just east of Bath Creek, on SR1748 near the
community of Bayview.
The owners are trying to enhance their existing recreational access. The
existing pier extends only 200' and does not allow access for their 33' sport
fishing boat. The requested improvements will allow full utilization of the
waterfront property.
The existing pier has a 12' x 12' platform that has a hoist lift for a jet ski,
and a 12' x 12' small boat lift, with a Tee platform 16' x 16' at the end. Plans
are to reduce the ski lift deck to 6' x 12', and remove the Tee platform 16' x
16'. The new pier will match the construction of the old pier (5.5' wide)
beginning where the Tee platform will be removed. A 1' upsweep over the 16'
where the platform was will reduce the impact of storm damages by raising the
new pier portion to 4' above the water. The total pier length will be 341' with a
new 16' x 16' Tee platform at the end for a total of 357'. The new pier will
have two new small lifts 12' x 12' for run-about or small sailboats, as well as a
new 18' x 18' large boatlift for the 33' sport fishing craft. This large lift will
need a 5.5' x 13' deck for access to the boat. They will install 4 pilings
between the Tee platform and the large lift with bumpers to guide the boat into
the lift.
Boyd Sprouse is the contractor selected for this project. They will barge in
a vibrating hammer and materials as needed. The vibrating hammer will be
supplemented with some manual labor.
This project will be beneficial to all concerns, with the resulting
enhancement to the recreational area.

Existing pier of 200' with (1) Wave Runner (jet ski) 12'x 12' platform with hoist and (1) boat lift 12'x 12' and Tee platform 16'x
16' at the end. Wave runner deck will be reduced to 6'x 12', 16'x 16' platform will be removed. Pier will be extended in the
same style of construction with a slight rise over the old section of Tee platform that was removed and level off to a hieght of
4' above water( NWQ, a total length of 341' of pier. Two (2) new small boat lifts 12'x 12' will be installed as well as a large
boat lift at the end of 18'x 18'. There will be a Tee platform deck 16'x 16' at the end of the pier for a toal length of 357'. A
small platform 5.5'x 13' will be installed for access to the large boat lift. There will also be four (4 ) guard pilings placed
between the Tee platform and the large boat lift to help guide the boat into the lift and to protect the pier.
