On December 11, 2017, the Division issued a request for additional information regarding the project. Additional information was received January 10, 2018. The Division reviewed the information received January 10, 2018, and determined that the submittal did not adequately address the Division's request. The Division has determined that your application is incomplete and cannot be processed. The application is on hold until all of the following information is received: Condition 1.4. of Water Quality Certification (WQC) 4133 requires that construction corridors in wetlands and across stream channels be minimized to the maximum extent practicable and shall not exceed 50 feet wide for gas utility lines and 40 feet wide for all other utility lines. At each location where a stream impact is proposed, please provide the width of the construction corridor at the stream crossing. Unless the right-of-way clearing involves land -disturbing activity within the stream buffer, as determined in Chapter 6 Part VIII of the North Carolina Erosion and Sediment Control Planning and Design Manual (NC S&EC Manual), the Division does not consider the right-of-way clearing part of the construction corridor. It may be advantageous to include a description of the right-of-way clearing methodology within the stream buffer at proposed stream impact locations. You may also consider providing large scale figures at stream impact locations that clearly show the limits of disturbance and the stream buffer as determined using the NC S&EC Manual. [15A NCAC 02H .0506 (b)(2) and (c)(2)] Condition 1.5. of WQC 4133, requires that permanent maintained access corridors in wetlands and across stream channels be restricted to the minimum width practical and shall not exceed 30 feet wide for gas utility lines and 20 feet wide for all other utility lines. The subject Pre -Construction Notification (PCN) includes proposed stream impacts ranging from 30-50 feet. Please revise the proposed culvert length to that allowed by the WQC, or clearly explain why the additional impact length is necessary. If the local topography necessitates longer impacts, for each impact location that will not meet the noted condition, please provide additional information regarding topographic constraints. You may consider providing proposed access corridor cross-sections and/or proposed stream longitudinal profiles at stream impact locations to demonstrate the need for the additional impact lengths. [15A NCAC 02H .0506 (b)(2) and (c)(2)] 3. Condition 11.11 of WQC 4133 requires that if multiple pipes or barrels are required, they shall be designed to mimic existing stream cross section as closely as possible including pipes or barrels at floodplain elevation and/or sills where appropriate. The Division has concerns that the proposed double culvert installations will result in widening of the stream channel below the culverts, aggradation of stream substrate at the culvert outlet, and loss of the ability to maintain flow during low flow periods. Please explain how the double culverts will be installed to avoid the noted conditions. Several options are available including, but not limited to, installing a sill in one of the culverts at the floodplain elevation and constructing a floodplain bench leading into and out of the culvert or offsetting one of the culverts at floodplain elevation and installing a floodplain bench. Additional information regarding double barrel culverts, sills, and floodplain benches can be found in Section 9 of the NCDOT's Guidelines For Drainage Studies and Hydraulic Design (https://connect.ncdot.gov/resources/hydro/Hydraulics%20Memos%2OGuidelines/Guidelines/`20for%2ODraina ge%20Studies%20and%2OHydraulic%2oDesign%202016.pdf) and the attached document. Additionally, please clarify whether a double culvert is proposed at impact location S3. The HydroCAD analysis included with the PCN recommends 2 culverts. However, two culverts are not called out at this location in the maps provided with the PCN. [15A NCAC 02H .0506 (b)(2) and (c)(2)] Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the proper consideration of the application. Some of these items have been previously discussed but feel free to contact me with questions, thanks. 1. Updated/revised threatened and endangered species assessment report that includes all currently listed species for this area/county (to include bat species). Again not requesting actually survey results but a complete list/description of relevant species and their habitat and what if any habitat exists within the right-of-way/construction corridor. The report should also note any anticipated effects on these species/habitats from the proposed work (see #2 for related question). 2. Also please provide information on the amount of trees that will be cleared within a) the impact areas and b) the right-of-way in its entirety and if there are any percussive activities planned (e.g. drilling, explosives, jack -hammering). 3. Plan/cross-sectional profile of proposed culvert impacts so that can determine if pipes are properly sized, buried, and if any rip rap is proposed. 4. If proposed permanent impacts are 190 linear feet of stream channel, then a mitigation plan needs to be submitted that will compensate for these permanent impacts. 5. Mapping labels/corrections for Jurisdictional Waters: a) There are several discrepancies between what is labeled/shown as jurisdictional waters on the USGS topographic maps - not all waters have been labeled on the overall topo maps even though streams are shown (assuming these are S2, S3, S6, 511, S14?). Sugar Creek (S6) is also not labeled as such on the enlarged or the overall. 6. Impact clarification: On the PCN, the S9 is listed as 30 linear feet but it appears that the plan label shows 40 linear feet. 7. Please include a discussion on if the cleared vegetation will be left in place or hauled off. If hauled off, where is the planned disposal sites. 8. Please provide/include any correspondence from SHPO regarding previous cultural resources review/coordination.
