The purpose of this letter is to address your March 17, 2009 request for additional information
regarding the calculation of stream impacts in the Pre-Construction Notification (PCN), the
Section 10 Navigable Waters Permit and the Riparian Buffer Rule 15A NCAC 2B .0259
(Tar-Pamlico River Basin) application. On behalf of Greenville Utilities Commission, Brown
and Caldwell is submitting five (5) copies of the revised page seven (7) of the PCN application
form and five (5) copies of the revised Figure 4, which depict project impacts.
Based upon phone conversations with Ian McMillan and Eric Kulz of NC DWQ, the impacts
from the flow-training vanes, the rip rap around the existing and proposed intakes, and the
impact from the temporary cofferdam are reported in linear feet. The total stream impacts are
180 linear feet. Since the total stream impacts are greater than 150 linear feet, a check in the
amount of $330 is included so that the total permit fee paid is $570.

2h. Comments: The previously disturbed wetland area is currently maintained (i.e., mowed), to provides access to the existing
raw water intakes that are in the Tar River (See Site Photos). Upon completion of the pipe installation, the disturbed area will be
returned to its current grade and replanted with a vegetative mix similar to current conditions. The project was designed to avoid
the mature cypress wetland located in the riparian buffer. Wetland impacts are depicted in Figure 4.
