PROJECT SUMMARY: The applicant is proposing to extend the existing pier and add a floating dock and two boatlifts to existing docking structure. Russell L. Peele Page Two 9. PROJECT DESCRIPTION: The project site is located at 1188 Ni. Anderson Blvd., adjacent to Banks Channel, in Topsail Beach, Pender County. To get to the site from Wilmington, take US Hwy 17 North to NC Hwy 210. Turn right onto NC Hwy 210 and continue to NC Hwy 50. Take a right onto NC Hwy 50. Travel across the swing bridge to the stoplight. Take a right onto NC Hwy 50. Travel approximately four miles. The property is located on NC Hwy 50. The property is approximately 10,300 ft.'. The current elevation of the property ranges from 0' above normal water level to approximately 13' above normal high water. The project site is adjacent to NC Hwy 50 to the east, residential property to the north, vacant property to the south, and Banks Channel to the west. There is currently a residential dwelling on the lot, a retaining wall and a dock. The existing pier measures approximately 6' in width and 60' in length with a T-head that measures 10' in width and 20' in length. There is a ramp that connects the dock to a floating dock that measures approximately 8' in width by 20' in length and a 12' x 12' boatlift located on the northern side of the floating dock. The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. Coastal wetlands are present at the site. There is high marsh that measures approximately 30' in width and consists of Salt Meadow Grass (Spartina Patens), and Salt Marsh Cordgrass (Spartina alterniflora). There is a low marsh consisting of salt marsh cordgrass that measures approximately 20' in width and runs the width of the property. The Topsail Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT designated Banks Channel as a Primary Nursery Area, and the waters adjacent to the proposed project are open to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to remove the existing floating dock and would install a new walkway measuring 4' in width and 30' in length starting in line with the existing pier and extending waterward to a ramp. The proposed ramp would be access to a proposed floating dock measuring 6' in width by 30' in length. The applicant is also proposing to install two boatlifts on either side of the proposed 4' x 30' walkway. The proposed lift on the north side would be a 13' x 13' boatlift and the lift to the south a two pole lift measuring 8' x 8'. The water depths at the end of the proposed structure would be approximately -5' @ Normal Low Water. 10. ANTICIPATED IMPACTS The proposed dock would incorporate approximately 533 ft.2 of public trust waters. The dock construction would likely result in a temporary increase in turbidity. Submitted by: J.
