The North Carolina Division of Water Resources conducted an inspection of the Laurel Hills WWTP
on 3/08/2018. The assistance of Mr. David Helms (Backup ORC) during the inspection was
appreciated. This inspection was conducted to verify that the facility is operating in compliance
with the conditions and limitations specified in NPDES WW Permit No. NC0060844. The findings
and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
Please respond in writing to this office within 15 days of your receipt of this letter regarding
your plans or measures to be taken to address the following issues:
This facility is located adjacent to a residential area and has no fence or other barriers for
children/animals/vandals. Install a fence to secure the facility and eliminate the potential
safety hazard.
• The cover for the UV contact chamber is a safety hazard for operators and inspectors (and
potentially others, as the facility is not fenced). It has failed structurally and cannot be
easily accessed to inspect the contact chamber or UV bulbs. Replace the cover.

Tim Heim of the Asheville Regional Office performed a Compliance Evaluation Inspection on March 8,
2018. David Helms (BORC) was present at the time of the inspection. The facility and its discharge
appeared to be in compliance with Permit NC0060844. However, the following signfiiant safety items
were noted:
This facility is located adjacent to a residential area and has no fence or other barriers for
children/animals/vandals. Install a fence to secure the facility and eliminate potential safety hazards.
The cover for the UV contact chamber is a safety hazard for operators and inspectors (and potentially
others, as the facility is not fenced). It has failed structurally and cannot be easily accessed to inspect
the contact chamber or UV bulbs. Replace the cover immediately.

solids, likely due to overturn
from the rapid shifts in temperature the region had been experiencing in recent weeks. Any
solids leaving the clarifier were being captured by the tertiary
filter and not discharged to the
effluent pipe however.
