The project is located in Wayne County and is subject to the Neuse River Basin Riparian Buffer Rules. Contract No. 69 proposes to construct approximately 18,500 LF of 12" water lines that will connect NWWSD's water system to Johnston County's water system. In order to avoid the significant projected water supply shortage of 0.492 MGD in 2018, NWWSD entered into an agreement with Johnston County which provides NWWSD with 0.625 MGD water supply by 2017. The purpose of this project is to construct distribution system improvements which will enhance the system's ability to convey the water provided via the agreement. Approximately 440 LF of the proposed 12" water line falls within Zone 2 of the 50 foot wide riparian buffer. Approximately 180 LF of the 440 LF will be installed via horizontal directional drilling and the remaining 260 LF will be installed utilizing the open cut excavation method. Impacts other than perpendicular crossings in Zone 2 for non-electric utility lines are considered to be `allowable' as per 15A NCAC 2B .0233 (6) TABLE OF USES. Uses designated as `allowable' may proceed within the riparian buffer provided that there are no practical alternatives. The letter serves as a request for a "no practical alternatives" determination from the Division. The proposed construction cannot be practically accomplished by means of an alternative route due to substantial increases in project cost. Disturbance to the riparian buffer will be kept to a minimum during construction through implementation of conscientious installation methods. The proposed water line will be constructed on the opposite side of the road where the SCS blue line stream is located to further minimize disturbance to the buffer's most sensitive areas.
