RLGAN sectelnr1 TRACY DAVIS Dlre0w The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on December 5, 2017. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. The person signing the application, O&M Agreement, and deed restrictions form must be a member/manager of LGI Homes — NC, LLC as listed with the NC Secretary of State. Or provide a signed letter from one of the member/managers listed giving Cedric Combo signature authority. 2. The notary mistakenly signed in the space where the applicant and property owner are supposed to sign. Please provide a corrected signed original of SWU-101, O&M agreement, and the deed restrictions. 3. Revise SWU-101 Sect. IV. 10: Provide the BUA breakdowns for each DA in the bottom table. These were left blank. 4. Revise the supplement forms: a. All: Provide the BUA breakdowns for each SCM. b. Sand filters: Revise the ponding depths, volumes, and bypass elevations to be based on the WQv. c. Wetpond: Many items are not consistent with the calcs or plans (side slopes, volumes, PPE, etc.). d. L-19 shows only a portion of the future multi -family, and none of the future commercial, as being treated as part of this permit application. Will these parcels have other on-site SCMs under future permits, or other? They appear to be part of phase 1, so the BUA on these areas must show some plan for water quality treatment. 6. Sht. L-5 & L-6: Show the actual grading/contours for the proposed bypass channels and the ditches. 7. Provide supporting calcs for all channels and ditches to demonstrate they are non-erosive for the 10 -yr storm. 8. Sht. L-12: a. Specify that the riprap used for the basin berms must be washed stone to prevent clogging of the sand filter. b. The WQv in the calcs for BMP2 is not consistent with that shown on detail 9. 9. Sht. L-13: a. Shift 3-317 so that it discharges into the forebay, not directly at the forebay berm. b. Lower 3-317 to the PPE, or provide energy dissipation down to the PPE. 10. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: https:Hedocs.deq.nc.gov/Forms/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to January 19, 2018 or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
