PROJECT SUMMARY: The applicant is proposing to create a public park by improving an existing trail network, constructing elevated walkways over wetlands, a pier, and an access road with parking. Peterson Nature Trail- Middle Sound Park Field Investigation Report Page 2 Project Setting The project site is located at 7217 Dunbar Road (SR 1490) in Wilmington, New Hanover County and is adjacent to a tributary of Pages Creek. To locate the project site from NC highway 17, travel east on Middle Sound Loop Road (SR 1403) for approximately 2.5 miles to the intersection of Dunbar Road. Turn left onto Dunbar Road (SR 1490) and the project site will be located immediately on the left hand side. The project site consists of four tracts totaling 17.35 acres and is a mix of wetlands and uplands with an approximate elevation of 8 feet above Normal High Water (NHW). The majority of the project site is uplands with a mix of young hardwoods including live oak (Quercus virginiana), turkey oak (Quercus laevis), magnolia (Magnolia grandiflora), eastern red cedar (Juniperus virginiana), wax myrtle (Myrica cerifera) and some mature long leaf pine (Pinus palustris). Coastal Wetlands are present and range on width from 20 feet to 200+ feet along the shoreline of a tributary of Pages Creek. Coastal Wetland vegetation consists primarily of black needlerush (Juncus roemerianus) and smooth cordgrass (Spartina alternaflora). Also existing on the project site are 404 type wetlands located in isolated upland areas and in perimeter transition areas between the highground and Coastal Wetlands. The project site has approximately 2,500 linear feet of shoreline frontage along Pages Creek and a tributary is adjacent to the north shore. Existing along the northwest shoreline of the tributary, where the coastal marsh is approximately 20 feet in width is a dilapidated pier. The shoreline to the west and immediately adjacent to the dilapidated pier is an unimproved kayak/canoe launch, void of wetland vegetation for a width of approximately 5 feet. This area, void of wetland vegetation, extends approximately 30 feet to the edge of marsh. Upland features include a gravel access drive from Dunbar Road that extends approximately 350 feet and transitions to a dirt road that includes a culvert connecting wetlands. Transversing the project site are unimproved walking trails primarily used for horseback riding. The properties adjacent to the project site are single family home residences and subdivisions. The Wilmington - New Hanover County Land Use Plan classifies the upland areas of the project site as Conservation. The waters of Pages Creek and its tributaries are classified as SA by the NC Division of Water Quality (DWQ). The NC Division of Marine Fisheries (DMF) has designated this area of Pages Creek and its tributaries as Primary Nursery Area and the waters adjacent to the proposed project are closed to the harvesting of shellfish. Development Proposal The applicant is proposing to create a public park by improving an existing trail network, constructing elevated walkways over wetlands, a pier, and an access road with parking. Upland development on the project site includes proposed gravel parking and a paved access road that would extend approximately 850 feet from Dunbar Road and would provide parking for twelve vehicles. The access road would cross 404 type wetlands and the installation of a culvert is proposed. The proposed culvert would span an area of 404 type wetlands measuring approximately 30 feet long by 14 feet wide by 3 feet deep. The applicant is proposing to improve the existing trail network using mulch and to construct two (2) elevated walkways crossing 404 wetlands leading to a pier and kayak/canoe launch. As proposed, the elevated walkways would have an abutment located on each side of the highground connecting a wooden walkway. The proposed walkways would be elevated 3 feet above the wetland substrate. The first elevated walkwaywould be located approximately 90 feet from the parking area and would measure 45 feet long by 5 feet wide. The second walkway would be located within the Estuarine Shoreline, near the proposed pier and would measure 72 feet long by 5 feet wide. The elevated walkways and trail improvements would lead to a pier. As proposed the pier would extend from the highground approximately 24 feet towards the tributary of Pages Creek. The proposed pier would extend 19 feet waterward of NHW and would measure 6 feet wide. The proposed pier would terminate at a 10 feet long by 20 feet wide "T" head. A portion of the "T" head platform, measuring no greater than 6 feet wide and 20 feet long, would be located over Coastal Peterson Nature Trail - Middle Sound Park Field Investigation Report Page 3 Wetlands. The remaining portion of the proposed "T head platform would extend approximately 6 feet waterward of the coastal wetlands into the tributary of Pages Creek which measures approximately 31 feet across. The proposed pier would not provide mooring or dockage for any vessels and the area adjacent to the pier would remain as an unimproved canoe/kayak launch. Anticipated Impacts The proposed construction of the public park would result in impacts to Coastal Wetlands, Estuarine Shoreline and Estuarine Waters Areas of Environmental Concern. The improvements to the access road and construction of the parking area would result in approximately 21,344 square feet (0.49 acres) of upland impervious surface. The proposed access road culvert installation would result in the filling of an area approximately 420 square feet (0.01 acres) of 404 type wetlands. The proposed elevated walkway located closest to the parking lot would result in the shading of approximately 225 square feet of 404 type wetlands. The proposed elevated walkway located within the Estuarine Shoreline AEC will result in the shading of approximately 360 square feet of 404 type wetlands. The proposed pier and platform would extend approximately 34 feet from the highground and would result in the shading of approximately 244 square feet of Coastal Wetlands. The proposed "T" head platform would straddle the Coastal Wetlands and the Estuarine Waters of the tributary. As proposed the platform would shade an additional 100 square feet of Estuarine Waters. The proposed pier structure would incorporate approximately 314 square feet of open water. Submitted by: Holley Snider Date: March 6, 2009 PROJECT NARRATIVE The project site is currently a mostly undeveloped 17.4-acre tract located on the south side of Pages Creek, northwest of the intersection of Middle Sound Loop Road and Dunbar Road in New Hanover County, North Carolina. The site is currently comprised of four parcels. Vegetation on the site includes a mix of young hardwoods and evergreens, woody shrubs, and herbaceous wetland species. Freshwater and coastal wetlands associated with Pages Creek are present along the shoreline that comprises the northern and western property boundaries, and several small pocket wetlands are present on the site as well. A dirt road is present that provides access to the site off Dunbar Road that includes a culvert crossing of a wetland. This road is off-site, but use of it for the proposed property has been granted through an easement. Several at-grade, unimproved walking trails are present that traverse the property and are used for horseback riding. An abandoned, dilapidated pier is present at the northern portion of the site. Pages Creek is adjacent to the north and west, with residential development present to the south and east. Livestock (fowl and horses) are present at the residence to the east. There is currently one Area of Environmental Concern (AEC) within the property, the Estuarine AEC associated with the tidal water and marsh along the north and west shorelines of the site. The purpose of the project is to construct a public park which will include using mulch to improve the existing trail network, a pier with a T-head platform for educational and passive recreational purposes, an unimproved canoe launch beside the pier, a paved access road off Dunbar Road, and a 12-space parking lot. Two elevated, wooden walkways will be constructed over wetlands to avoid impact (Sheets 4 and 5). Construction of the roadway will result in an impact to 0.01 acre of wetland (Sheet 3), and total impervious surface will be 0.49 acre. This wetland is located in a narrow portion of the property that touches Dunbar Road, and the wetland spans the narrow portion. Thus, with the applicable setbacks the property at this location is wide enough to construct the road, but the impact is unavoidable and cannot be minimized. Approximately 1.29 acres of wetland (including coastal wetland) are being avoided and placed into a conservation easement to be held by the North Carolina Clean Water Management Trust Fund (CWMTF). The pre-development runoff drains via overland and subsurface flow before ultimately discharging to Pages Creek (SA waters) which flows approximately alongside the west property boundary. The components of the proposed stormwater system are vegetative conveyance swales. Runoff from the built upon area will be directed to the proposed vegetative swales and/or existing ditches via sheet flow. The stormwater permit application is being prepared by Thomas & Hutton Engineers, but has not yet been submitted to the Division of Water Quality. A N' 't... No water or sewer utilities are proposed or needed as no bathroom or drinking water facilities are proposed. The Sediment and Erosion Control Plan has not yet been submitted to the Division of Land Resources. That submittal is being prepared by Thomas & Hutton Engineers, Inc. A wetland delineation, coastal wetland delineation, and normal high water line delineation were performed by Mr. Paul Masten of S&ME. The wetland delineation was approved in the field by Ms. Kim Garvey, Corps of Engineers, on May 29, 2008. The coastal wetland and normal high water line delineations were approved in the field by Mr. Robb Mairs, Division of Coastal Management, on February 21, 2008. An e-mail from Mr. Doug Huggett, CAMA Major Permits Coordinator, stating that the project is not subject to the N. C. The impact will allow for road construction to access the interior of the site. As mitigation for the proposed impact, New Hanover County proposes to construct environmental education placards throughout the site so that the finished park can function as an educational facility. The information and design of the environmental placards will be provided by Haden Stanziale. The remaining wetlands on the property will be placed into a conservation easement to be held by the Clean Water Management Trust Fund. A copy of the temporary conservation easement has been included.
