Thanks for sending the 9-14 meeting minutes. These are added notes to your meeting
minutes. I will get any added/edits to your draft min for 1-8 meeting back to you
hopefully quicker then these. Let me know if you have any edits to these additions.

Division 12
I-3819A UT to Fourth Creek -
The four-wheel drive vehicle encroachments on the back side are being (or have been
already addressed?) with fencing and signage. DWR (Ginny Baker) asked for clarification
on the planting plan and location of plantings. There was a discussion on cross-section
monitoring along the E2 section of the stream and the necessity of it brought up by
Ginny. ACOE (Steve Kichefski) said it was requested by the agencies due to hoof shear
damage from cattle accessing the stream. DOT plans to continue E2 monitoring to meet
this agency requirement.
Division 13
B-4183 Jacktown Creek (DWR# 20090385)-
DWR inquired about the bank pins, DOT said they had been stable since they were
installed in March 2016.

Bailey Branch Site D -
DWR said there was one structure in the north section of the stream proposed for credit
that is obstructing aquatic passage, otherwise the site appeared stable and vegetated
and can be reviewed for crediting.
Ivy Gap Branch Site N-
DOT said there has been little change with the four bank pins that were installed in
2015.
Middle Fork Site I-
DWR asked about the encroachments (vehicle wide mowed path) on the back side along
the inside of the fence boundary. DOT said the encroachment was likely caused by the
adjacent landowner and would speak to them about this issue.
Turkey Branch J -
DOT said the encroachment area from DOT mowers would be signed better and
replanted in March 2017. DOT maintenance would be contacted about the mowing.
UT to Middle Fork Site F -
DOT said this UT had been constructed all the way up to the fence and planted,
although the buffer was narrow. DWR had concerns about the lack of trees in this
upper section. It was agreed to review this stream section in the field.

Bald Creek Site 4-
DOT summarized the issue with the church that had applied for a permit to cut
vegetation around their sign which DOT denied. DOT is working with the land owner
across the street to see if the sign can be moved there for better visibility from US19.
Bald Creek Site 8-
DWR had concerns about the change in XS area for XS5. DOT said the right-of-way
crossing caused bank failure downstream of XS5 which had caused some sediment
buildup.
UT to Bald Creek Hydro Site 7-
DOT said beaver dams had been removed downstream of this site in 2014 and 2017.

Georges Fork Site 26 -
DOT plans to fence this site so there will not be future mowing encroachments by the
adjacent church.
Plum Branch Tributary Site 32-
The DEO for DOT Div 14, Roger Bryan, and USFWS, Marella Buncick, discussed a site visit
in which a pipe upstream of the site that drains to a wetland across the road was found,
diverting water from the stream.

U-2550B (DWR# 20101017) East Prong Hunting Creek -
DWR asked about the supplemental planting that was done at East Prong Hunting
Creek, DOT said approximately 15% of the site was replanted including two rows of
trees along the south buffer. There has been some difficulty with getting trees to
establish, likely due to deer browse.
I-5402 UT's to Hominy Creek (DWR# 20120309) -
DOT noted the benthic monitoring report was recently posted, this monitoring was
done in part to justify the increased ratio. The EPA, Todd Bowers, asked to explain the
credit adjustment. The ACOE, Lori Beckwith, said this was calculated using the ACOE
draft buffer guidance. DWR noted that the new 2016 Mitigation Monitoring guidance
has updated methodology that could also be used to generate extra stream credit on
future DOT on-site projects.

Good morning all,
Please see the attached DRAFT meeting minutes for the 2016 Division’s 9-14 Annual
Monitoring Report meeting. Please let me know if any changes or additions are
required and I will make the corrections as needed. I will be setting up site visits R-
2518A&B projects, B-4183 Crooked Creek and B-4191 Jacktown Creek as requested in
the meeting. Thanks again to all for your help this past year and let me know If you
have any questions.
