Explain the purpose of the proposed project: The purpose of this project is to provide sewer service to users currently serviced by a package WWTP and to provide additional sanitary sewer service to the Stevens Creek Basin. The project is located along Stevens Creek and a tributary to Stevens Creek west of 1-485. Service along the Stevens Creek tributary will ultimately allow for the removal of existing pump stations and limit the use of septic systems. Many parcels in the proposed project area have aging septic systems. Several of these systems have begun having issues and some property owners have expressed interested in connecting to sanitary sewer service which is currently unavailable. Additionally proposed and existing developments in this area have expressed desire to have sanitary sewer service connections. This project is being coordinated with a stream restoration project on Stevens creek that shares the similar project limits. The Stevens Creek Stream Restoration Project previously submitted a PCN for approval. Charlotte Water is working with Mecklenburg County Stormwater Services to construct the sewer and stream restoration projects under the same contract so that disturbance within the area will only occur once and will also limit the total area of clearing required by best utilizing each projects required temporary construction areas. Please note that both project teams have had a series of field meetings with Alan Johnson from DWQ's Mooresville office concerning location of sewer and stream realignment. Alan, has provided feedback on these projects to assist us in minimizing the overall impacts to the area. 13.4a. Jurisdictional Determinations: PJD including the area for this proposed project have been submitted by Stantec with the Stream Restoration NWP 27 PCN.
