9. PROJECT DESCRIPTION:
The project site is located off Williams Road, adjacent to Myrtle Grove Sound and the AIWW, in New
Hanover County. To locate the project site from Market Street (US Highway 17), travel south on College
Road towards Monkey Junction. At the intersection of South College Road, Carolina Beach Road, and
Piner Road turn left. Continue east on Piner Road, at the end of the road turn right onto Myrtle Grove
Road. Continue on Myrtle Grove Road for approximately 2.3 miles to Williams Road, which will be located
on the left. Travel east until you reach the property of interest that will be located on the right.
There is currently a SFH that straddles two lots, 214 and 216 Williams Road, which were recently
subdivided from one lot. The entirety of the lot is within the 575' ORW AEC. The elevation of the
highground averages approximately 7' above normal water level (NWL). Upland vegetation on most of
the tract consists of native pine trees and some lawn grass. As you move toward the shoreline there is a
low area measuring approximately 100' in length by 50' in width that is periodically inundated with tidal
water. There is a fringe of Coastal Wetlands along this "pond", that appears to be man-made, consisting
of Black Needlerush (Juncus roemerianus). Between the "pond" and the open water there is an area of
sandy high ground vegetated primarily with Salt Meadow Cordgrass (Spartina patens). From this high
ground area, there is a gentle transition to open water that is stabilized by vegetation consisting primarily
of Salt Marsh Cordgrass (Spartina a/terniflora) measuring approximately 35' in width. The length of the
shoreline at NHW is 58'.
The properties along the southern portion of Williams Road along with other residential lots to the south
lay within a cove of Myrtle Grove Sound. Most of the nearby properties appear to be developed with
single family homes with private docking facilities. There is a docking facility extending from the center of
the lot in a southerly direction with a fixed access pier measuring approximately 72' by 6' terminating in
an "L -head" platform measuring approximately 14' by 8'. Along the southern edge of the platform is a
dilapidated 20' by 8' boat lift. The facility was authorized by General Permit (GP -42840D) issued to a
previous owner (Biggs) on 8/7/06. Through review of aerial photography and site visits, this cove of Myrtle
Grove Sound appears to be shallow with very gradual relief. The attached application materials indicate
water depth at the existing docking facility ranges from approximately -0.18' to -0.45' at mean low water
(MLW).
The Wilmington -New Hanover County Land Use Plan classifies the area as Conservation. The waters
of Myrtle Grove Sound in the project area are classified as Outstanding Resource Waters (ORW) by the
NC Division of Water Resources. The area is designated as a Primary Nursery Area (PNA) by the NC
Division of Marine Fisheries, and is CLOSED to the taking of shellfish.
PROPOSED PROJECT:
The applicant proposes to construct a SFH and one -slip docking facility. The application states that the
current SFH that straddles two lots, 214 and 216 Williams Road, which were recently subdivided from
one lot, would be demolished and a new SFH measuring approximately 31' by 42' would be
constructed landward of the Coastal Wetlands and local Conservation Overlay District (COD) line at
214 Williams Road. A driveway measuring approximately 12' by 140', with a parking area crossing onto
the adjacent property to the east, would be constructed to provide access to Williams Road, which would
be constructed of permeable materials. The application states that the permeable driveway and parking
area would be able to infiltrate 100% of runoff. The total impervious surface proposed in the 575' ORW
AEC is stated as 10% on the MP -3 form. The proposed decking adjacent to the home structure would
encroach in the local 75' COD. Authorization for a septic tank has been obtained by the applicant from
New Hanover County to deal with wastewater.

From the upland area, landward of the "pond" an access pier elevated 3' above the wetland substrate
measuring 258' by 6' would be constructed and extend in a southerly direction into Myrtle Grove Sound.
The existing docking facility would be demolished. At the terminus of the access pier would be a covered
platform measuring 20' by 20' in a "T -head" configuration. On the eastern edge of the platform would be
a boat lift measuring 12.5' by 10'. Based on the limited water depth at this location (ranging from -0.18'
to -0.45' at MLW), the application states the boat lift would be designed to remain fixed at approximately
12" above the substrate to prevent the lift from resting on the substrate. The entire 4 pole boat lift and a
portion of the gazebo would encroach in the 15' adjacent riparian setback area to the east. TP1, LLC also
owns the lot to the east and has provided a waiver from the setback. As proposed, the docking facility
would extend approximately 80' into a waterbody that measures between approximately 800' and 1,300'
across. The water depth at the waterward end of the structure is stated as -0.45' at MLW (See MP -4).
10. ANTICIPATED IMPACTS
The application states that the proposed SFH and driveway would consist of 10% of impervious surface
area within the 575' ORW AEC, assuming the driveway and parking areas would be 100% pervious.
The proposed docking facility would incorporate approximately 1,095 ft' of Public Trust Area and
Estuarine Waters and shade approximately 210 ft2 of Coastal Wetlands. The proposed configuration
would extend approximately 80' from the edge of marsh, which measures between approximately 800'
and 1,300' across from marsh to marsh, which would conform to the %width rule, and wouldn't be any
more waterward than the existing adjacent piers.
The proposed configuration would allow docking of one (1) vessel at this location in water depths of
approximately -0.45' at MLW. Due to shallow water depths around the proposed docking facility, there is
potential for bottom impacts from propeller "kicking" and boat traffic at low tides. The proposed stops are
designed for the cradle of the lift to remain 12" above the substrate. Minor increases in turbidity should
be expected during construction.

4. DCM MP -1 Section 6.0 Additional Information
4.1 Section 6. a. Project Narrative
4.1.1 Project Location and Existing Conditions
The project is located on Myrtle Grove Sound adjacent to the Atlantic intracoastal waterway at 214 Williams
Road in Wilmington, New Hanover County. The applicant purchased 214 Williams Road in May 2017 and
subdivided the property into two lots, 214 and 216 Williams Road. A recorded plat is included in Appendix B.
The property currently contains a portion of the original single-family residence and an existing fixed pier and
mooring pilings that will be removed. The project area waterbody is classified as SA, ORW and is not open to
shellfishing. The project area is designated as a primary nursery area, no SAV or shellfish resources are present.
4.1.2 Proposed Action
One single family residences and associated utilities, parking and driveway is proposed. The entire lot is within
the 575' AEC and the proposed building footprint (31' x 42') covers 1,302 s.f. The driveway and parking will use
pervious concrete or equivalent pervious material so that the total impervious surface of the lot is 10% of the
lot area above the coastal wetland line. The proposed open deck area within the 75' COD will not exceed the
existing deck area (to be removed/replaced). Sewage will be treated by the permitted septic system
(documentation attached).
One 258 -foot -long by 6 -foot -wide fixed pier, extending out to the existing pierhead line, is proposed to provide
water access to the lot. The pier will have a 20 -foot by 20 -foot covered gazebo (roofline) and a single boat lift.
Due to the shallow water depths in a primary nursery area, the boat lift will use 8 -inch pilings as stops to ensure
a robust construction methodology that last the life of the structure to protect the resource. The stops will be
placed so as to not disturbed the bottom themselves and bolted to the lift pilings so that the bottom of the boat
cradle is at least 1 foot off the bottom, rendering the top of the bunk boards and bottom of the boat hull at least
2 feet off the bottom. Prior to use, at least 2.5 to 3 feet of water depth would be needed to float a boat off the
bunk boards eliminating any concerns of bottom impacts associated with the proposed boat lift. See Appendix
A, sheet 4 for details.
