PROJECT SUMMARY: The applicant proposes to install 95 linear feet of new vinyl bulkhead and approximately 0.096 acres of §404 wetland fill. Ron Talbott c/o Randy Mosley (agent) Page Two 9. PROJECT DESCRIPTION The project site is located at 116 SE 6' St., adjacent to Davis Canal, within the Town of Oak Island, in Brunswick County. To find the project site, travel south on US Highway 17 to NC Highway 133 South. Travel approximately 22 miles south on NC -133 to Dosher Cutoff SE/ NC-133.Turn onto Dosher Cutoff and then turn right at Southport -Supply Rd. SE/ NC -133. Travel approximately 0.8 mile and turn left onto NC -133. Travel on NC -133 to Oak Island and turn right on East Oak Island Drive. Travel approximately 4.92 miles to SE 6th Street. Make a left on SE 6th Street and travel 0.1 miles and the property will be located on the left. The property consists of a vacant rectangular lot with a total area of approximately 17,137 square feet or 0.4 acres, located on SE 6' Street. The site has an elevation of approximately 10 feet above Normal High Water (NHW). The high ground portion of the property consists primarily of various upland vine, shrub, and hardwood species. The elevation declines towards Davis Canal and transitions from upland vegetation to approximately 4,212 square feet of jurisdictional §404 wetlands. Wetland vegetation consists primarily of Phragmites australis that terminate just below Normal High Water on Davis Canal. The property has approximately 75 linear feet of shoreline and there are no coastal wetlands on this site. The project site is bordered to the south by Davis Canal, and by residential lots to the east, west, and north. The waters of the Davis Canal in the vicinity of the project area are classified SA:HQW by the North Carolina Division of Water Resources. The area is designated as a Primary Nursery area and is closed to shellfishing by the North Carolina Division of Marine Fisheries. PROPOSED PROJECT: The applicant is proposing to install approximately 95 linear feet of vinyl bulkhead with approximately 4,212 square feet of §404 wetland fill. As proposed the bulkhead would be installed at or landward of the Normal High Water line. The bulkhead would tie in to the neighbors existing bulkhead to the east and would run west 75 feet to the opposing property line. The bulkhead would then return landward 20 feet along the west property line. The bulkhead will be secured with 3/4" galvanized tie -backs and timber "deadmen" placed 8' on center. The tie- backs would extend approximately 20' landward from the face of the vinyl bulkhead. Fill would then be trucked in to create an upland area landward of the bulkhead for the future construction of a pool. The applicant states that standard construction methods will be used during the installation of the bulkhead and that silt fence and mats will be used to control erosion during construction. 10. ANTICIPATED EWPACTS: The proposed new bulkhead construction with associated backfill and tie back/anchor system would result in the filling of 4,212 square feet of §404 wetlands in the 75' Estuarine Shoreline Area of Environmental Concern and 30' Coastal Shoreline buffer. No coastal wetland impacts will be impacted by this project. Silt curtains will be installed around the perimeter of the property to ensure that sediment is not deposited in to the waterway. Surgan Date: February 22, 2018 Office: Wilmington PROJECT NARRATIVE 116 SE 16 `" Street This project includes driving 95' of vinyl sheet pile bulkhead at or landward of Normal High Water and fill to be added to raise the area behind the wall for a future swimming pool. The wall will be 16" wide across the cap. 75' will run parallel to Davis Canal and the 20' wing wall will be at the west end of the bulkhead and return landward along the property line. The wall will have about 4.5' of reveal on the face. The east end of the bulkhead will tie in to the adjacent properties existing bulkhead. The project will require .096 acres of 404 wetlands (primarily phragmites) to be filled. The bulkhead will be built prior to fill being brought in so any run-off from fill will be contained by the wall. Silt fence and mats will be used to control erosion during construction.
