No: N/A Funding: � State ❑ Federal Federal Permit Required? � Yes ❑ No Permit Type.• Not Specified Project Description: NCDOT's Division 5 proposes to replace Bridge No. 25 on SR 1203 (Green Hill Road) over Middle Creek in Franklin County. Bridge No. 25 was built in 1950, and is considered to be structurally deficient and functionally obsolete; therefore, it has been scheduled to be replaced. The Study Area far the project will be centered on the bridge and measure about 200 feet wide and about 1,403 feet (0.26 mile) long. Overall, the Study Area will encompass about 280,172 square feet (6.43 acres), inclusive of the existing roadway and structure to be replaced. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: This project was accepted on Friday, October 14, 2016. A map review and site iile search was conducted at the Office of State Archaeology (OSA) on Monday, October 17, 2016. No archaeological surveys have been conducted along this particular stretch of SR 1203 (Green Hill Road), and no archaeological sites have been recorded within one-half (1/2) mile of the proposed project. Digital copies of HPO's maps (Kittrell Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Tuesday, October 25, 2016. There are no known historic architectural resources located within or adjacent to the Study Area for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available inforination provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE: Although this is a State-funded project, a Federal permit will be required. Permanent and/or temporary utility and/or drainage easements will not be necessary. The need for additional ROW was not specified; however, the size and shape of the Study Area have been drawn in a way to capture any possible impacts beyond the NCDOT's existing 60-foot ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register-listed) archaeological resources located within the project's Study Area that would require our attention. Based on the description of the proposed project, activities may take place beyond the NCDOT's existing 60-foot ROW along SR 1203 (Green Hill Road). From an environmental perspective, the Study Area falls within a rural environmental setting in the northeastern edge of the North Carolina Piedmont Plateau, and is composed of four (4) soil types: Wake- `7Jo ARCHAEOLOGYSURVEYREQUIRED "form far Minar Transportation Prajects as Qualified in the 2007/2015 Pragrammatic Agreement. 1 of 3 Project Tracking No.: 16-10-0012 Wateree-Wedowee complex, 8-15% slopes (WbD), Wake-Wateree complex, 15-30% slopes (WcE), Wateree-Rion-Wedowee complex, 15-30% slopes (WdE), and Chewacla and Wehadkee soils, 0-3% slopes, frequently flooded (ChA). Most of the APE is either considered a flood hazard and consists of poorly drained soils (i.e. ChA) or consists of sloping topography along the narrow side slopes of the Middle Creek drainage (i.e. WbD, WcE, and WdE). Preservation of intact archaeological resources would not be anticipated under such environmental conditions. Although no prehistoric or historic resources have been recorded in the immediate vicinity of Bridge No. 25, archaeological remains could be anticipated in well-drained upland locations beyond the limits of the Study Area. A review of current LiDAR data shows no noticeable landscape features within the Study Area that would be compatible with such landforms. Remnants of previous roadbeds or crossings of Middle Creek may be present, but would not be considered historically significant. The Office of State Archaeology (OSA) has reviewed several projects within the vicinity of Bridge No. 25 for environmental compliance, all transportation-related, including secondary road improvements (ER 07-1073 [SR 1201]), bridge replacements (ER 96-9021 [TIP# B-3052], ER 84-8022/ER 85-7339), and the Southeast High Speed Rail project (ER 03-1507 [TIP# P-3819]). Archaeological surveys were recommended only for projects with temporary on-site detours, the investigations for which resulted in no archaeological sites being documented, even in the floodplain of the nearby Tar River. NCDOT's Archaeology Group has reviewed several transportation-related projects for environmental compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC-HPO) (see PAs: 13-02-0027, 12-10-0013, 12-10-0014, 10-02-0091, 15-02-0051, 15-02-0046, 15-OS-0014, and 12-11-0004). Three of the eight projects listed required an archaeological survey, resulting in five (5) archaeological sites being recorded. However, surveys were only recommended based on the presence of previously recorded historic structures or favorable topographical settings being impacted. As mentioned before, soil conditions (i.e. poorly drained) and topography (side slopes and non-upland setting) within the Study Area would suggest a low probability for signiiicant prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the current Study Area, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
