Debris removal and and stream bank stabilization work will be completed according to the construction sequence
below.
General Construction Notes
1.All erosion and sediment control practices shall comply with the North Carolina Erosion and Sediment Control
Planning and Design Manual.
2.Contractor will install pump-around systems to divert flow while working in live, flowing channels. The
Contractor shall operate and maintain the pump-around system 24 hours a day until all disturbed areas are
stabilized. The disturbed area within the pump around must be stabilized with temporary seeding, mulch and
erosion control matting by the end of each work day. Contractor shall not remove pump-around systems and
advance to the next work area until the current work area is completed and stabilized.
3.In areas without a pump-around system, Contractor shall disturb only as much channel bank as can be
stabilized with temporary seeding, mulch, and a sod mat or erosion control matting by the end of each work
day.
4.When crossing an active section of stream channel, a temporary ford crossing shall be installed according to
the details and specifications. Contractor may suggest alternatives with prior approval.
5.Work shall be limited to an area that can be stabilized with seed, straw, and matting by the end of each work
day.
6.Locations for staging and stockpile areas and temporary stream crossings have been provided on the Plans.
Additional or alternative staging and/or stockpile areas and stream crossings may be used by the Contractor
provided that all practices comply with the North Carolina Erosion and Sediment Control Planning and Design
Manual and that the areas are approved by the Engineer prior to implementation.
7.Contractor is to make every effort to avoid damaging or removing trees not specifically noted for removal in
the plans. Tree protection fence will be installed as shown on the plans. Changes in tree protection fencing
must be approved by the Engineer.
8.Fallen tree debris shall be completely removed from the site, as shown in the plans. Full and partial tree
removal (tree stumping) shall be performed at the locations shown in the plans or as directed by the
Engineer.
9.Dispose of trash and organic/inorganic debris generated or collected during work activities, or indicated on
plans. Dispose in accordance with land owner approval, and/or dispose offsite. All disposal must be in
accordance with applicable laws and regulations, and Contractor is required to obtain any permits necessary
to achieve this.
10.Contractor to maintain all equipment at least 100 feet away from stream and shall manage all fluids to
prevent leaking onto ground or to allow for immediate cleanup.
11.Under no circumstances will the Contractor exceed the limits of disturbance as shown on the Plans.
Initial Site Preparation
1.Contact North Carolina “One Call” Center (1.800.632.4949) before any excavation.
2.Contact Division of Energy, Mineral and Land Resources (919-791-4200) before any work begins on the
project and notify them of the start date.
3.Mobilize equipment and materials to the Site.
4.Identify and establish construction entrance, staging and stockpile areas, haul roads, silt fence, tree
protection fencing, and temporary stream crossings as indicated on the Plans for work areas. Note:
Construction access will enter the site from an existing gate off Lick Creek Road, west of the property
entrance.
5.All haul roads shall be monitored for sediment loss daily. In the event of sediment loss, silt fence or other
acceptable sediment and erosion control practices shall be installed. Silt fence outlets shall be located at
points of low elevation or a minimum spacing of 150 ft.
6.Set up temporary facilities, locate equipment within the staging area, and stockpile materials needed for the
initial stages of construction within the stockpile area(s).
7.Install and maintain an onsite rain gauge and log book to record the rainfall amounts and dates. Complete
the self-inspection as required by NCDEQ permit. Permit, rainfall log, Erosion and Sediment Control Plan, and
completed inspection forms shall be maintained on site at all times.
Debris Removal and Stream Stabilization Measures
1.Perform any necessary debris and tree removal/maintenance in phases as work progresses. Bank vegetation
and vegetation immediately adjacent to live channels shall be left undisturbed as long as possible.
2.Debris removal and stream bank stabilization work may be completed in any order proposed by the
Contractor, so as it is approved by the Engineer prior to construction. Use a pump around as shown on the
plans and discussed in the General Notes.
3.No grading activities should take place outside of the immediate stream bank area. Care should be taken not
to disrupt adjacent floodplain grade and vegetation.
4.Contractor shall grade and stabilize stream banks where live and dead tree/debris removal removal has taken
place. Work shall be limited to an area that can be stabilized with seed, straw, and matting by the end of
each work day.
5.Live cuttings used in bioengineering measures (vegetated soil lift) must be dormant at the time of installation.
If construction commences prior to the end of the dormant season, bioengineering will be completed
concurrently with debris removal and stream bank stabilization activities. If construction commences after
the dormant season ends, substitutions will be made per the direction of the Engineer.
6.Seed (with specified temporary seed and permanent seed mix) and straw mulch areas where the coir fiber
matting is to be installed.
7.Install coir fiber matting according to plans and specifications.
Construction Demobilization
1.Remove temporary stream crossings, stockpile areas, and erosion and sediment control devices. Upon
completion of all debris removal and stream bank stabilization activities, the construction haul routes and
staging areas will be graded, raked, seeded, and mulched as needed to stabilize areas. Note: Permanent
vegetation must be established before measures can be removed.
2.The Contractor shall ensure that the site is free of trash and leftover materials prior to demobilization of
equipment from the site.
3.Complete the removal of any additional stockpiled material from the site.
4.All rock and other stockpiled materials must be removed from the limits of disturbance. Staging area and
existing gravel access road shall be returned to pre-project conditions or better.
5.Demobilize grading equipment from the site.
6.Seed, mulch, and stabilize haul roads, staging areas, and other upland areas disturbed during construction.
Refer to Section 2 for seeding specifications and locations.
