Subject: Pipe liner installation, Green Chapman Road (SR 2009), Gaston County
Per our previous discussions on non-notifying NW 3 pipe lining maintenance
projects. The information below is taken from the minimum criteria checklist document
that the district office has completed. I have included the "sketch" that they provided
to me, which is an old set of plans where they have simply made additional notations
and crossed out non-applicable items on the old plans. A bit messy, however, it does
provide the necessary information. They did recently resurvey the stream profile to
verify the streambed elevations. The project plans have been around several years
(and was originally designed with a rock ladder when the proposal was to do an open
cut). Gaston County Maintenance have since decided to use a pipe liner instead. I have
also attached a few photos of the site.
Due to 6 foot perched condition at the outlet and the staging area being from the
roadway, the only impacts would be the minor fill impacts of a sandbag cofferdam on
the upstream side.

SR-2009 (Green Chapman Rd) from SR-2000 (Hickory Grove Rd) in Gaston County
Project Description:
SR-2009 (Green Chapman Rd) is an existing 2-lane secondary road near
McAdenville, NC. An existing 30 inch CMP 54 ft long has failed and will be
repaired with a new 55 ft long 28 inch HDPE pipeliner.
During the pipe liner installation operation the trackhoe will be staged on the
pavement/shoulder near the outlet end. Water will dammed with a hand-built
impervious dike upstream from the proposed pipe inlet to prevent water from
entering the construction area. By-pass pumping method clear water-to-clear
water may be needed temporarily according to NCDOT specifications and
BMPs. Erosion control measures may be placed around the repair area, spoil
pile, equipment staging area, and any other area in need of EC measures.
Upon completion of liner installation the cofferdam pump-around method will
be converted to gravity flow into the new pipe liner and allow grout to dry 24 to
48 hours. Disturbed areas stabilized using Coir Coconut Fiber Matting and
riparian seeding as needed. Matting will be toed in as needed.
Purpose and Need:
Failing pipe has bottom rusted out. Left shoulder has a 6 ft wide approximately 9
ft deep hole. A pipe section has broken off and dropped approximately 3 ft.
