Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Town of
Waynesville Class A Distribution Program on 12/19/2017. This inspection was conducted to
verify that the facility is operating in compliance with the conditions and limitations specified in
Non-discharge Permit No. WQ0013116. The findings and comments noted during this
inspection are provided in the enclosed copy of the inspection report entitled "Compliance
Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a
response to this inspection report is not required.

Inspection Summary:
The Annual Report (AR) review was conducted by Beverly Price of the Asheville Regional Office.
710.0 dry tons of residuals were distributed in 2016.
Metals/Nutrients/TCLP were conducted according to permit requirements. Metals ceiling concentration limits and monthly
average concentration limits appeared to meet permit limits. TCLP permit limits appear to have been met.
Pathogen Reduction was accomplished using fecal coliform density and Alternative #5 – PFRP Pasteurization. Vector
Attraction Reduction (VAR) was accomplished using Alkaline Stabilization.
There were numerous pH QC buffers that were out of range (>0.1 units). The pH probe was replaced 10/13/16; QC buffers
were within 0.1 after the probe was replaced. A new meter was put in service on 10/31/2016.
