EXPRESS REVIEW ACCEPTANCE LETTER

Project Name: NCNG Raleigh Armed Forces Reserve Center Joint Force HQ

On March 12, 2009, the 401 Oversight/Express Permitting Unit of the Division of Water Quality received
your request regarding a project known as "NCNG Raleigh Armed Forces Reserve Center Joint Force
HQ" for acceptance into the Express Review Program. This letter advises you that your project will be
accepted into the Express Review Program once the following items are received:
1) The application fee of $3,000.00 [for 401 Water Quality Certification with minor impacts ($1,000)
+ Riparian Buffer Authorization ($2,000)], made payable to the North Carolina Division of Water
Quality];
2) Five (5) complete and collated copies of the PCN Application (instead of providing five copies of
the full size plans you may provide two copies of the full size plans along with three copies of the
11 X 17);
3) One (1) copy of the completed PCN Submittal Checklist
(http://h2o.enr.state.nc.us/ncwetlands/documents/PCNCheckiist vl_4.doc);
4) Stormwater Management Plan:
a. Three (3) copies of all supporting information pertaining to this project including:
i. Design calculation sheets for all proposed BMPs) sized for both on-site and off-site
drainage, if any;
ii. BMP Supplement for each proposed BMP including Design Summary and Required
Items Check List (available at http://h2o.enr.state.nc.us/su/bmp fonns.htm) along with
all required items;
iii. A signed and notarized Operation & Maintenance Agreement for each BMP;
b. Three copies of full size plans (with detailed construction information) shall include the
following:
i. Entire site plan with existing and proposed contours and delineated drainage areas to the
BMPs;
ii. Erosion and sediment control plans;
iii. Plan views and cross sectional details of all BMPs and associated structures with
elevations;
iv. Construction sequence and planting schedule for the proposed BMPs;
5) One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color).
If the plans are too large to store in TIFF format, they can be stored in PDF.
A pre-application meeting (to include the property owner) is required prior to the submittal of your
completed application package. Please ensure that the property owner is listed as the applicant on the
PCN form. The clock for this project will not start until receipt of the completed application package and
required fee are received. If the impacts are greater than indicated on the Initial Interest Form and/or the
