Dear Mr. Condrey:
The North Carolina Division of Water Resources conducted a Compliance Evaluation Inspection
of the Forest City WTP on February 22, 2018. This inspection was conducted to verify that the
facility is operating in compliance with the conditions and limitations specified in NDPES WW
Permit No. NC0074306. Based on the on-site visit and discussions with plant staff, the facility was
determined to be in compliance.
Please refer to the enclosed inspection report for additional observations and recommendations.

Inspectors Mikal Willmer and Beverly Price, with the Asheville Regional Office, conducted a
Compliance Evaluation Inspection of the Forest City WTP. This inspection was conducted to
determine whether the facility is being operated and maintained in compliance with NPDES Permit No.
NC0074306. Jason Webb, WTP Superintendent, and Sonny Penson, ORC, were present and assisted
in the inspection.
Inspectors discussed the possibility of rescinding the NPDES permit with Mr. Webb and Mr. Penson
because the WTP has not had a discharge from the settling basins since 1996. The Town does not
currently have plans to connect the WTP's wastewater to the collection system and would like to
maintain the NPDES Permit in case it is ever needed.
The valve from the wet well to the effluent pipe is closed off. The decant water from the basins is
pumped back to the head of the facility. The basins are alternated to allow solids to dry for removal.
Access is not being maintained to the outfall. The ORC stated if they needed to discharge they would
have Town staff clear a path to the discharge pipe and sample as needed. Mr. Webb indicated
backwash water is not dechlorinated prior to entering the settling basins. The Town may want to
explore a means of dechlorination in the event the facility needs to discharge. The receiving stream is
an Unnamed Tributary to the Second Broad River. Town staff report the discharge point is a dry ditch.
IWC would be 100% if the facility ever did discharge.

There are no special conditions listed within the current permit. Visitation and reporting
requirements have been waived since 2008 because the facility has not discharged since
1996.
