The Division of Water Resources (DWR) received two (2) draft Bank Parcel Development Packages
(BPDP) for two (2) separate sites in 2017, for review and approval under the terms and conditions of
the EBX-Neuse 1, LLC RES Neuse 01 Umbrella Mitigation Banking Instrument for Riparian Buffer
Mitigation and Nutrient Offsets (LIMBI). The UMBI was made and entered into by EBX-Neuse 1,
LLC (EBX) acting as the Bank Sponsor, and the DWR on January 31, 2018. Katie Merritt, with DWR,
reviewed each of the two BPDP documents and provided comments and recommendations for each
one. DWR received a revised BPDP for each site that addressed all comments and recommendations
provided by Ms. Merritt. The table below summarizes the timeline of each BPDP:

The closing date for the public notice was February 26, 2018. DWR received no comments
regarding the two (2) subject BPDP documents. These two BPDPs are approved. Please submit one
(1) hard copy of each of the two final BPDP documents.
According to the credit release schedule outlined in your UMBI, the following items are required
prior to receiving your first credit release of twenty percent:
Conservation easement approved by DWR
Financial Assurance documents if applicable
