Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the City of
Morganton DCAR on 6/26/2017. This review along with additional information received in July
was conducted to verify that the facility is operating in compliance with the conditions and
limitations specified in Non-discharge Permit No. WQ0002127. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a
response to this inspection report is not required.
Reminders: Your TCLP Analysis is required once per permit cycle. Please review your files to
ensure this analysis is conducted. In addition, the Sodium Adsorption Ratio (SAR) limit is 10.
Residuals with a result exceeding the limit of 10 should not be distributed without prior written
Division approval.

Inspection Summary:
The Annual Report review was conducted by Beverly Price of the Asheville Regional Office.
The report narrative indicates that 949 dry metric tons of residuals were distributed in 2016. The Annual Distribution and
Marketing Summary Form indicates 210 dry tons were distributed in 2016. The Compost Distribution Tracking Logs indicate
185.1 dry tons were distributed in 2016. The first & second quarter Compost Distribution Tracking Logs showed compost
release dates of May & November 2015.
The TCLP analysis is required once per permit cycle. The TCLP was not conducted in 2016. The nutrient/metals analyses
were performed according to permit requirements. The metals results appeared to be within the ceiling concentration and
monthly average concentration permit limits.
Pathogen and Vector Attraction Reduction is accomplished using the Fecal Coliform Density Test and a Process to Further
Reduce Pathogens (Composting) and Option 5 (Aerobic Processes Greater than 40 degrees C). The fecal coliform results
for February, March and April 2016 exceeded the permit limits. As a result, 1012.46 tons of compost was disposed of in the
Foothills Regional Landfill. The report indicated that Compost Bed #14-10 sample result was 4545 MPN/g and the re-test
result was 32 MPN/g.
The Sodium Adsorption Ration (SAR) for both the first and second quarters of 2016 was above 10. As a reminder, SAR's of
10 or above cannot be distributed without prior written approval from the Division. See Permit Condition II.10. These
residuals were landfilled.
An Additional Information Request will be submitted for the following:
1.Please clarify the total number of dry tons of residuals that were distributed in 2016.
2.Please clarify if the compost released in 2015 was actually distributed in 2016 and if so, please submit the metals
analyses for the 2015 data.
3. Please describe the resample procedure for Compost Bed #14-10 (i.e. was a second grab sample collected and analyzed
or were the residuals reprocessed).
Additional Information was received in the ARO:
1. Dry tons distributed in 2016 were reported as 185.4.
2. Metals analyses were submitted for 2015 compost and appeared to meet permit limits.
3. Residuals from compost bed #14-10 were landfilled.
