(CEI) has prepared the below summary of findings from the site visit made on January 11, 2018 for NCDOT TIP No. U-5731, New Hanover County, to verify stream and wetland resources identified in NCDOT's recent request for Preliminary Jurisdictional Determination (PJD). Please provide any comments at your earliest convenience if any items have been misrepresented or if additional detail is required. Wetlands WA, WB, WC, WE, WF, and WI No changes made; keep as Section 404 wetlands for PJD table. Wetland WJ No changes made; keep as CAMA wetland for PJD table Wetlands WN, WO, WP and WQ Stephen determined that these had no CAMA wetland sections. Change to Section 404 wetlands in PJD table. Wetland WG A CAMA permit sign dated October 27, 2017 was posted in the northernmost section of this wetland. Stephen will check to see if completely in CAMA jurisdiction. If only CAMA wetland, then PJD table should be changed to CAMA. If not determined to be CAMA only, then a preliminary CAMA/Section 404 boundary line should be added by using aerial photography and labeled accordingly. Wetlands WD, WH/WM, and WK A preliminary CAMA/Section 404 boundary line should be added by using aerial photography and labeled accordingly. Feature WK will need to be changed to Section 404/CAMA in PJD table. U-5731 PJD Site Visit Memorandum Februarv 2, 2018 Page 2 of 2 Wetland WL Remove a portion of Wetland WL within the managed field to match previous PJD provided by Brad. Additional Wetlands An area located just north of Feature WK on the west side of road, was visited to see if it met wetland criteria. This area was originally delineated and surveyed based upon a previous PJD provided by Brad. It was determined that this area is still a jurisdictional wetland and therefore, should be added by geo-referencing the delineated area from previous PJD. This feature should be labeled accordingly. The area east of Wetland WK was inadvertently not shown as wetland. The PJD map should depict this as wetland and labeled accordingly, stopping at the area not studied (due to lack of access). Feature SB This feature was determined to be Open Water and not a jurisdictional stream. It is considered Section 10 Tidal Waters and Public Trust Waters. The PJD table needs to be changed to Section 10 for this feature. Additional Stream and Open Water Features Based upon aerial photography, approximately five streams (Joanne will check on one potential feature) that drain into SC and one stream (with two branches) that drains into SA should be added to PJD map and labeled accordingly. The "blue line" depicted on the PJD map at the very southernmost end of project draining into Cape Fear River is considered Open Water and should be labeled accordingly. Area Not Studied The area located at the southern tip of the project study area that was not studied due to security fence preventing access should be labeled accordingly. CEI will update the PJD to reflect all the changes and recommendations listed above.
