Nicholas and Cathy Sparks Craven County Express Permit Review Program Project setting Jay Horton, acting as agent for Nicholas and Cathy Sparks, has requested the attached application be processed under the Express Permit Review Program, for the conversion of two uncovered boatlifts to boathouses. The project site is located at 4907 Trent Woods Drive (SR 1200) in Trent Woods, within the ETJ of the City of New Bern on the Trent River in Craven County, North Carolina. The site is a ±2.29-acre tract located in the Trent Woods Subdivision on the Trent River. A dwelling is under construction on the property as well as land disturbing associated with the home construction. All active work is outside of the Public Trust Shoreline Area of Environmental Concern (AEC). The existing pier, boathouse, and uncovered boat lift have been replaced by a concrete pier and two uncovered boat lifts. This work was authorized by General Permit No. 51136-C, issued by Jonathan Howell on 6 June 2008. The site has ±190.07' of shoreline that is bulkheaded. The slope, landward of the bulkhead, has been stabilized with a combination of retaining wall and riprap. The site is vegetated with hardwoods, ornamental shrubs and flowers, and lawn grass. As previously stated, the ongoing house construction has a large portion of the site disturbed outside of any AEC. The property is bordered on both sides by developed home sites with similar vegetation. Both adjoining properties are bulkheaded and have piers. The property on the north (downstream) side has a large boathouse associated with the pier and it projects into the Trent River well past the Spark's pier which is ±75' long. The property on the south (upstream) side has a large habitable structure over the water associated with the pier and wet slips. The Trent River in this area is classified SB;Sw,NSW by the Environmental Management Commission. This section of the river is designated as inland waters and is closed to shellfishing. The water depth adjacent the existing pier averages -61. No submerged aquatic vegetation (SAV) was noted in the vicinity of the pier during both the 14 November 2007 and 20 November 2008 site visits, or during Mr. Howell's 6 June 2008 site visit. Project description The applicant proposes to convert the existing 13'4" wide by 12'4" long 4-pile, and 12'3" wide by 21' 6" long 8-pile (banded) uncovered boat lifts into boathouses. The downstream boathouse will have a drip line of 13'8" wide by 24' long (328.08 ft2), and the upstream boathouse will have a drip line of 13'3" wide by 26' long (344.5 ft2). The applicant is proposing two roofs instead of one in an effort to reduce the overall shading impact of the structure as well as reducing the visual impact that one larger higher pitched roof would cause. The current boat lifts are utilized by Mr. Spark's 18' and 21' long power boats. Anticipated impacts The project as proposed will shade of ±672.58 ft2 of river bottom associated with the new boathouse roofs. No work is proposed within the 30 foot Coastal Shoreline AEC as measured landward from the normal water level. David W. Moye - 11 March 2009 NARRATIVE FOR PROPOSED BOATHOUSE CONSTRUCTION JAY HORTON DESIGNS JAY HORTON, RLA, ASLA 252.230.0788 02/28/09 The following narrative will request the permission to exceed the allowable 400ft2 roof area for boat houses. The existing boat dock was renovated approximately 6 months ago under a general permit # GR-51136-C acquired by Foley and Foley contractors 06/06/08; the permitted work was executed and completed roughly 4 months ago. The client will be storing two (2) center console watercrafts on existing mechanical boat lifts. Boat one is 18' in length and boat two is 21' in length. The current guidelines of 400ft2 will not allow my client to cover both water craft. The property does not allow for a boat ramp so the ability to be able to cover both boats would be extremely helpful. The existing two slips are separated by a "cat walk" as shown on the provided Site Plan. My client would like to cover both water craft using a split roof method in an attempt to minimize the roof surface area; this means they will construct two separate roof structures, one for each boat, leaving the center "cat walk" uncovered. The roof structure on boathouse #1 will cover 344.5ft2 (DRIPLINE) and the second independent structure on boathouse #2 will cover 328.08ft2 (DRIPLINE) for a grand total of 672.58ft2 under roof, but keep in mind that these are separate structures. The existing lift dimensions for #1 are 21.5'x12.25' and for lift #2, they are 13.33'x12.33'. The existing lifts will be used as constructed, but with additional piling sets recommended to support the roof structure. The site plan provided suggests the proposed placement of the new pilings, but the building architect may modify placement of the pilings due to structural concerns and wind loads. We are fully aware that the two separate roof structures will be considerably more expensive to construct, but in an attempt to adhere as closely as possible to the guidelines set forth, I have advised my client that this is the appropriate design and construction approach. The roof structures will be all wood construction and the style will be in the same vernacular as the existing dwelling located on the property. The existing pilings will be cased and wrapped with decorative millwork and all trim work will be custom milled in an attempt to provide the aesthetics necessary to enhance the appeal of the roof structures from the water. The roof structures will be covered with copper in an attempt to reduce any potential contamination from man made shingles. The gables will contain roll down louvered elements that will hide the boats when fully elevated on the lifts, but will only roll down 1/3 of the total elevation height. The upstream adjacent property owner has constructed an "over water dwelling" that acts not only as a guest house, but as cover for his watercraft; the estimated square footage is thought to be around 700-800ft2. There are at least 5 covered dock spaces and boat lifts in place contiguously upstream from the Sparks' residence; the downstream adjacent property owner possesses a covered dock space as well. My client and I respectfully request your consideration in allowing us to increase the allowable roof surface area for construction. The constructed roof surface will not impede on the view shed of any adjacent property owners as the elevation of the adjacent properties allow for an unobstructed view over the structure.
