REGAN Secretary LINDA CULPEPPER Interim Director RECEIVED/DENR/DWR MAR 01 2018 Water Resources Permitting Section Subject: Compliance Evaluation Inspection Town of Goldston Collection System No. WQCSD0580 Chatham County Dear Mr. Cunnup, On February 20, 2018 Rick Trone of the Raleigh Regional Office conducted an inspection of the collection system at the subject facility. The collection system is deemed permitted through 15A NCAC 02T .0403. Present during the inspection was Jeremy McLeod, Operator in Responsible Charge (ORC). His cooperation and knowledge of the system during this inspection was appreciated. Findings during the inspection were as follows: 1. All six pump stations are inspected daily according to the ORC. Pump station inspections should be documented weekly. The findings of each pump station are as follows: a. Pump Station #1: Pump station was enclosed by fencing and the gate was secure, the station lacks signage which should note the pump station location and emergency contact information. One pump is inoperative and has been removed, the ORC indicated the pump has been out of operation for three or four months (see picture 1). A portable pump is on site and in operation as needed. The portable pump did work when tested. The audio alarm functioned when the high-water floats were activated, however, the visual alarm did not. The generator operated when tested and the alarm dialer notified the ORC of an alarm condition. b. Ballpark Pump Station: There is no fence surrounding station; however, the equipment is secured. The station lacks signage which should note the pump station location and emergency contact information. Neither audio or visual alarms functioned when the floats were activated. It was unclear if the pumps were operational when the floats were manipulated. No record of pump station inspections was available for this station. c. Pump Station #2: Pump station was enclosed by fencing and the gate was secure, the station lacks signage which should note the pump station location and emergency contact information. The audio and visual alarms functioned when the high-water floats were activated. The generator operated when tested. There was a significant amount of grease in the wet well at the time of inspection. The last date recorded in the log book for this station was 2/2/18. The ORC indicated the system did not include any high priority sewer lines. 3. A Fats, Oils and Grease Program (FOG) does not exist. The ORC indicated some information had been communicated to local restaurants and a school pertaining to oil and grease and the importance of not flushing certain items down toilets. As discussed, please ensure bi-annual distribution of educational materials is implemented per permit requirements. 4. The system ha not had a reportable SSO during the past 12 months. The Sewer System Overflow (SSO) reporti information was emailed to the ORC. This information is also attached to further ensure the Town of Goldson is aware of how to properly report sewer spills. Please do not hesitate to cal Raleigh Regional Office if you have questions regarding reporting requirements. 5. The ORC pr duced various maps of the system. All required information was available but should be co solidated. It is suggested a consolidated and up to date collection system map with all required information be produced by the town and made available for use and inspection 6. The Town does have some spare pumps and valves available. 1 Please respond in writin15 g by April 1, 2018 to each of the "bolded" items listed in la, lb, lc, 3, and 5. Your response should clearly explain how the Town addressed/corrected each issue identified during the inspection.
