9. Narrative Description:
The Annie M. Piner Family Limited Partnership project is located at 200 Davis Blvd in Atlantic
Beach Carteret County. The site is found by turning south off of Hwy. 70 East onto Atlantic
Beach Causeway. Turn west onto Fort Macon Drive and north at the first paved road. Follow this
and turn west onto Davis Blvd. The site is on a manmade canal which connects to and lies on the
southern side of Bogue Sound.
The subject property is 8,974 square feet in their entirety and averagse 5' in elevation above
NHW. Currently on the high ground portion of the sites are mobile homes, and storage
buildings. The high ground portions of the tracts are void of vegetation with the exception of
the existing lawns. Along the existing canal in this area there are no coastal wetlands.
The water depths are at an average of -5.4' to -5.9' at NLW at the new slip area. The
shoreline has a total length along the NHW contour of 75ft. There are mobile homes to the
east and west with private docks.
The Division of Water Quality classifies this area as SA and HQW waters. This area is not a
Primary Nursery Area and is not open to the taking of shellfish. The existing canal is
approximately 92' wide from bulkhead to bulkhead at the project site. Atlantic Beach's Land
Use Plan dated 1993 classifies this area as Developed Residential/Conservation within the
AEC's. Substrate composition is mostly silt.
10. Project Description:
The applicants propose to construct a fourth slip with a jet ski lift. The new slip/lift area
would be located at the waterward end of the existing middle platform. A 1.25' x 14' section
would be removed from the existing middle platform to allow for the new jetski lift. The
proposed single pole lift would measure 5' x 8'. The water depths within the new slip/lift
area range from - 5.4' to -5.9' at NLW. The existing canal is approximately 92' wide in this
area with the proposed slip/lift area not extending farther than the maximum length of 23'
from the edge of the bulkhead. Riparian lines are drawn as property line extensions along this
canal and appear to coincide with aerial photography and the plat dated revised 1/17/09. All
of the proposed work would meet the 15' minimum setback from the riparian corridors.
11. Anticipated Impacts:
The proposed installation of the new boatlift would result in temporary turbidity. The project
would incorporate 165ft2 of open water. There should be no hazard to navigation resulting
from this project, as the proposed work is located no more than 23' waterward from the
existing bulkhead with the canal width at 92'.

The proposed project consists of the installation of one single-pole "swinger" personal
watercraft (jet ski) lift at an existing dock located at the site. The dock currently contains
three slips, including two boat lifts. The addition of the single-pole lift will result in a
total of four slips.
The lift will serve an individual residential lot owned by the Annie M. Piner Limited
Family Partnership located at 200 Davis Boulevard in Atlantic Beach, North Carolina.
The project site is located adjacent an unnamed man-made canal, with residential uses
located on adjoining properties. Two manufactured homes (200A and 200B Davis
Boulevard) are located on the lot. Portions of two additional manufactured homes are also
located on the property. Copies of the tax property card for the lot and GIS map showing
the lot location from the Carteret County website are attached.
Individual lots adjoining the man-made canal were originally recorded in the Carteret
County Registry in February 1950. At that time, the Piner family owned numerous
adjoining lots. Soon after recording the individual parcels, the family began development
of lots and adjoining canal-front areas. This development occurred prior to the
implementation of the Coastal Area Management Act (1974) or the adoption of local
zoning (1978). Since no zoning requirements or CAMA regulations were in effect at the
time of the original development, the resulting (existing) development is non-conforming
with current standards.
Normal low water depths at the location of the proposed jet ski lift measure -5.6 feet. In
order not to exceed allowed extension of the facility into the canal, 15" of the waterward
side of the existing platform will be removed in the installation of the lift.

The following are my comments and recommendations regarding the aforementioned
proposal. The proposal is for the addition of a fourth slip with a jet ski lift. The
development proposed within the AEC, meets the requirements of 7H.0208 specific use
standards for piers, platforms, boatlift design and location. With the reduction of the
existing middle platform all parts of the new structure would meet the '/a limitation by not
extending farther than the maximum distance of 23'.
Therefore I recommend the project be authorized as proposed on plats dated received
February 5, 2009, contingent upon the following specific conditions and all applicable
standard conditions:
1. All parts of the single pole swinger lift shall not exceed 23' waterward from the
existing bulkhead.
2. No more than four slips at this location (three existing and one new) should be
authorized.
