The project includes an additional 15 years of landfill capacity. The project has been designed to avoid jurisdictional waters where possible and minimize impacts where they are unavoidable. Total impacts will be less than 150 feet of stream (see Figures No. 1 and 2 and Sheets 1 through 4). Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The Construction Demolition (C&D) Debris Landfill Expansion is located on the Buncombe County Solid Waste Management Facility site. The site contains an existing Subtitle D Landfill, an existing Construction and Demolition (C&D) Debris Landfill, and associated buildings and facilities. 3b. List the total estimated acreage of all existing wetlands on the property: The wetlands delineation study that was performed in the 1990s prior to development of the overall Buncombe County Solid Waste Management Facility noted that there are approximately 7 acres of jurisdictional wetlands on the 604.5-acre site. 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: The wetlands delineation study that was performed in the 1990s prior to development of the overall Buncombe County Solid Waste Management Facility noted that there are approximately 20,400 linear feet of stream channel on the 604.5- acre site. 3d. Explain the purpose of the proposed project: The purpose of the project is to expand Buncombe County's existing construction and demolition (C&D) debris landfill, which is located at the site of the Buncombe County Solid Waste Management Facility. The landfill serves Buncombe County. The C&D landfill will provide area for disposal of construction or demolition debris, inert debris, land-clearing debris, asphalt, and asbestos. 3e. Describe the overall project in detail, including the type of equipment to be used: The project includes an expansion of Buncombe County's existing construction and demolition (C&D) debris landfill, which is located at the Buncombe County Solid Waste Management Facility. The expanded C&D landfill area will be located adjacent to and surrounding and on top of the existing C&D landfill on property that is already part of the Buncombe County Solid Waste Management Facility. Construction of the C&D landfill expansion will involve clearing, grading, and earth moving activities. Sedimentation ponds will be constructed as required by State regulations to remove sediment from stormwater runoff. Equipment to be used during construction will include excavators, trackhoes, dump trucks, and other earth-moving equipment. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. In designing the footprint of the proposed C&D landfill expansion, jurisdictional waters were avoided to the extent practicable. After delineating jurisdictional waters, the footprint of the landfill was further modified and the landfill capacity decreased to avoid impacts to Intermittent Channel 2 and minimize impacts to Intermittent Channel 1 as much as possible. Impacts to Channel 1 are the minimum necessary to achieve the minimum landfill capacity needed and install a required sediment pond. A detailed grading plan has been developed to establish accurate limits of construction, and side slopes were maximized to minimize fill in jurisdictional waters. Existing topography was used to minimize earthwork. A retaining wall was considered but determined to be impracticable for this application. Expanding the existing C&D landfill rather than construction a new landfill allows the landfill footprint to be minimized by constructing the expansion against the side slopes and on top of the existing landfill. This results in much less impact than siting a C&D landfill in a new location. The overall Solid Waste Management Facility contains no other location that would result in less impact. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Construction will be subject to a sediment and erosion control plan, which will protect downstream surface waters. Construction sequencing will be specified so that all sediment and erosion control measures are in place prior to construction of the landfill. Limits of disturbance will be shown on the construction plans and enforced during construction. All stockpiles of soil will occur in upland areas within the limits of disturbance. Construction access into jurisdictional waters that are not included in the footprint of the landfill and associated sediment pond will be allowed. Excavation during construction will be minimized, because the landfill expansion will be constructed against the side slopes and on top of the existing C&D landfill. This results in less disturbance within the landfill expansion project area. Existing topography was used to minimize earthwork, which will result in less disturbance during construction. 2. A protected species survey of the entire Buncombe County Solid Waste Management Facility site was conducted in the 1990s when the facility was originally developed (Protected Species Survey, Buncombe County Landfill, NC, Robert J. Goldstein and Associates, Inc. Inc., August 18, 1992). The survey was submitted to and reviewed by the NC Natural Heritage Program. The survey noted that potential habitat was found on the overall Solid Waste Management Facility site for 15 state or federally protected plant and animal species, including the federally-protected Virginia spiraea (Spiraea viginiana) and spotfin chub (Erimonax monachus). However, none of these 15 state or federally protected species was found during on-foot investigations of the potential habitat areas. The survey report concluded that the proposed landfill will have no adverse impacts on state or federally protected species. 6. Essential Fish Habitat (Corps Requirement) 6a. The survey was submitted to and reviewed by the State Historic Preservation Office. The survey noted 8 sites in the project area.
