I prefer not to grant relief request this far in advance, but understand the safety concerns with the bridge. Its recommended that all attempts be made to complete in-water work before the moratorium, but in the event a short extension is needed it would will be given. Shane Shane F. However, we understand that due to an unforeseen issue with the deteriorating bridge, the need to address a potential safety issues and prolonged road closer NCDOT has the need to adjust the replacement schedule. With that in mind WRC request NCDOT and their contractor to make a concerted effort to complete all in water work prior to the moratorium, in the event that is not feasible WRC does not object to allowing in water work until March 15t Travis W. Cc: Willis, Thomas C <t�wi.l.l_is(c�_n�dcrt.:.�ca.v> Subject: Hertford Bridge #28 - In-water Work Moratorium Travis and Shane, A unanticipated situation has developed on a scheduled bridge replacement in Hertford County on Liverman Mill Road over Cutawhiskie Creek. The bridge was scheduled to start in July 2018 after the in-water work moratorium ended, but due to structural/safety concerns the Division needs to accelerate the project schedule. The bridge currently has a steel plate over the worse section of the bridge, but it is progressively getting worse almost by the day. The Department may be forced to close Hertford #28 very soon due to safety issues. The construction closure of 110 days is one thing, but if we have close the route in near future and not start until after the moratorium, the closure would be approximately 11 months. This route is used by school buses, and EMS is concerned with increased response times for an extended closure. The detour is 5.5 long. That being said, the contractor is willing to move this project up on their schedule. The problem is that it may be as late as February 15Y before they can start. If that is the case, they could be finished with in-water work by March 15Y. That would be 2 weeks into the in-water work moratorium, and inclement weather could add additional time. A location map, construction drawing, and existing bridge photos are attached for the project. Removal of the existing bridge and bridge piles would occur prior to February 15t", but the installation of the proposed piles would likely occur after. Interior bent two should be out of the water based on the normal water surface elevation, and interior bent 1 is just at or above the NWS. NCDOT would place turbidity curtains around the proposed bents prior to installation. NCDOT will continue to work with the contractor and encourage them to avoid any in-water work, as much as the scheduling will allow (since they are switching projects around to help us in this situation). In order for the contractor to rearrange the schedule and work out the logistics to commit the resources, they anticipate two additional weeks will be needed. This structural issue developed in the last couple of weeks, and NCDOT would like your consideration for a 2 week reprieve on the in-water work moratorium. This request is much more advanced than usual, but we wanted to start the discussions as early as possible in order for the contractor to prepare. The contractor needs time to purchase the pipe piles for the project, and they cannot wait until early next year to make that determination. Also, this site is at the upstream end of AFSA waters on Cutawhiskie Creek. I'd like to discuss this situation with you on the phone after you have time to look at the drawings.
