Attached is the thermal mixing zone report based on the model that was conducted. The model used multiple conservative values and shows that the wastewater from Outfall 005 will readily mix with the receiving water. Based on the model results and the projected Outfall 005 daily temperature values, Duke requests that Outfall 005 be limited to a daily maximum limit of 100°F. The model indicates that even at very conservative conditions, the 100°F discharge will mix with the river, and the instream water quality standard of 89.6°F will be met less than 130 meters downstream from Outfall 005. CORMIX Model Inputs Table........................................................................................................7 Executive Summary Duke's Rogers Energy Complex (REC) located in Mooresboro, North Carolina previously received a draft NPDES permit issued by the North Carolina Department of Environmental Quality (NCDEQ) that sets end -of -pipe limits of 89.6°F at the future Outfall 005, and it is projected that this outfall will not be able to meet these limits 100% of the time. Therefore, Duke committed to perform a thermal mixing zone study. While attempts were made to collect instream bathymetry and velocity data for incorporation into the model, excessive rain and releases from the upstream hydroelectric generating station cause unsafe conditions for collecting the field data. In addition, collecting data at these higher flows would have resulted in further extrapolation of the data down to the 7Q10 low -flow conditions resulting in less accurate results. Upon discussing these issues with NCDEQ, NCDEQ agreed that performing a conservative, "desktop" model would suffice. A CORMIX (Version 10.0) model was developed that predicts that even under extremely conservative conditions, and discounting additional mixing provided by Suck Creek, that the resulting thermal mixing zone would be relatively small. The model predicts that at a permitted discharge temperature of 100°F, the 89.6°F instream standard would be met at a distance less than 130 meters (approximately 427 feet). Based on the results of the worst-case model included within this report, Water Environment Consultants (WEC) recommends requesting a 100°F daily maximum permit limitation to replace the currently proposed 89.6°F requirement. If required, an instream confirmation study may be performed after the outfall is active to compare field measurements to the model results, and if justified based on this comparison, NCDEQ may adjust to the temperature permit limitation. _JAA;l��.��- t 1.Y L�i� 1 Introduction Water Environment Consultants (WEC) is submitting this report to Duke Energy Corporation (Duke). Duke's Rogers Energy Complex (REC) is located at 573 Duke Power Road, Mooresboro, North Carolina, and REC discharges wastewater to the Broad River under NPDES Permit No. NC0005088. REC (also known as Cliffside Steam Station) is located immediately adjacent to the Broad River near Cliffside, North Carolina, and there is currently one primary NPDES outfall that discharges directly to the Broad River, Outfall 002 (Figure 1-1). This outfall is from the ash basin, and it currently includes all plant wastewaters. As part of the future ash basin closure project, a new outfall, Outfall 005, will be constructed for the discharge from a new wastewater treatment system (WWTS). It will include landfill leachate, holding basin discharge (storm water runoff from coal, limestone and gypsum storage areas), low volume wastes, cooling tower blowdown, wastewater from the under -boiler mechanical drag system, treated sanitary wastewater, holding cell discharge (Unit 5 process water and storm water, Unit 6 storm water and treated sanitary wastewater), Unit 5 yard sump, Unit 6 process water, water from auxiliary basin, and decanting and dewatering of ash basin. The FGD WWTS discharge (an internal outfall) and (a future) heat exchanger effluent will be combined with the WWTS effluent before discharge to the Broad River. The North Carolina Department of Environmental Quality (NCDEQ) previously drafted an NPDES permit that includes Outfall 005, and it includes a temperature limit due to the presence of the high temperature wastewater streams. The permit sets end -of -pipe temperature limits of 89.6°F at Outfall 005, and it is expected that this proposed outfall will not be able to meet these limits 100% of the time. A CORMIX (Version 10.0) model was developed to show that the discharge will meet the 89.6°F requirement (15A NCAC 02B .0211 Fresh Surface Water Quality Standards for Class WS -IV Waters) at a relatively short distance downstream. Site Location Map 2 NPDES Outfall 005 As indicated, Outfall 005 will include all plant wastewater streams, and it will discharge into the Broad River upstream of the current Outfall 002 (Figure 1-1). 2.1 Outfall 005 Proposed Flow Rate Once constructed and in operation, all plant wastewater streams, as detailed in Section 1, will discharge through Outfall 005. Several of the wastewater streams will be continuous, while several will be intermittent, including pumped flows that start/stop throughout the day. The NPDES permit limitations and the size of the associated mixing zone is based on a long-term daily average discharge flow rate. Duke and their contracted design engineer (Burns and McDonnell) previously calculated an engineering estimate of 6.0 million gallons per day (MGD) for Outfall 005. This flow rate has been provided to NCDEQ for determination of the NPDES limitations for this outfall, and this same value is utilized for determining the size of the thermal mixing zone. 2.2 Outfall 005 Proposed Discharge Temperature Duke requested that Burns and McDonnell also determine a worst-case Outfall 005 effluent temperature (Guinta, 2017). The resulting worst-case, summer, 24-hour, average discharge temperature of 96.6°F results with both boilers draining simultaneously, but under this condition, the effluent flow rate is estimated to be approximately 1.7 MGD compared to the long-term daily average of 6.0 MGD. A recommended 100°F permitted discharge, at the 6.0 MGD flow rate, was modeled to be conservative and allow a compliance margin of 3.4°F above the worst case temperature estimate. 2.3 Outfall 005 Proposed Discharge Structure Figure 2-1 shows the proposed Outfall 005 structure as a 36 -inch (to handle peak storm flows) HDPE line that terminates into a concrete headwall. The headwall will lead to rip rap that will follow the bank down to the waterline. Based on spatial restrictions within the model, it is assumed that the 6.0 MGD flow will traverse the bank and enter the Broad River as a 10 -foot wide channel that is 0.5 feet deep. Figure 2-1. The middle and lower portion of the Broad River covers approximately 40 river miles from Lake Lure to the confluence of the Second Broad River directly across the river from REC. Major tributaries in this section include the Green and the Second Broad Rivers. These begin in the Mountains, but flow into the Piedmont ecoregion. The Green has been impounded at two locations to form Lakes Summit and Adger. Both reservoirs are used to produce hydroelectric power. Lake Summit is used extensively for primary and secondary recreational purposes. 3.1 Broad River Physical Characteristics The Broad River upstream of REC is a wide, gently sloping, rocky bottomed river with slight elevation changes at rock shoals. Sand and silt fills the rock voids, primarily in the deeper pools and quiescent zones. The river is slightly less than 200 feet wide upstream of the station. REC also has a low -head dam which impounds water in order to ensure supply water to REC. The Second Broad River enters the Broad River within this impounded area. NPDES Outfall 002 and the future Outfall 005 enter the river downstream of the dam where the river widens to slightly more than 200 feet. The river has several sets of rock shoals above and below the proposed Outfall 005 discharge location (Figure 3-1), and the river bends slightly where Suck Creek enters between Outfalls 005 and 002. 3.2 Ambient Temperature Duke began measuring and recording ambient temperature at USGS Station 02151500 (Broad River near Boiling Springs, NC) in 2017 using a temperature probe and an Onset Model U22-001 data logger. The CORMIX model represents a worst-case condition for achieving the 89.6°F standard; therefore, the highest individual daily measurement from June to September 2017 was used as the ambient river temperature. Due to the volume of data, a data analysis summary is provided in Table 3-1. The maximum daily value from the data set was 86.3°F. Table 3-1. CORMIX is used for the analysis, prediction, and design of aqueous toxic or conventional pollutant discharges into diverse water bodies. The major emphasis is on the geometry and dilution characteristics of the initial mixing zone, but the system also predicts the behavior of the discharge plume at larger distances. CORMIX3, a subroutine of the CORMIX system, is for surface discharges like Outfall 005 into the Broad River. The purpose of the model study is to estimate the mixing of the effluent in the Broad River and determine the downstream temperature under worst-case conditions. The goal is to meet the 89.6°F instream temperature standard within a relatively short distance downstream. This summary describes: 1) The model inputs, 2) Sensitivity analyses of a key input parameters, 3) The model predictions that estimate distance downstream that the effluent has been reduced to below 89.6'F. 4.1 ModelInpuL,, As stated, because weather conditions prevented the collection of river bathymetry and current measurements that would have allowed more accurate model inputs, conservative assumptions were utilized to generate a worst-case CORMIX model. Table 4-1 provides the CORMIX model inputs as well as the basis for each. Also note that CORMIX contains geometrical restrictions on certain inputs, for example the discharge outfall "channel" depth to width ratio. Table 4-1. The input with the most significant affect on the prediction results was the modeled river depth. Sensitivity analyses of other inputs were performed, but their affect on the model results were relatively insignificant. The average river depth at 7Q10 conditions could not be measured or estimated; therefore, a range of depths was modeled. Observations from the plant staff during low -flow conditions support a relatively shallow river that extends across the entire river width. Local pools and shoals are known to be present under low -flow conditions, but CORMIX utilizes a rectangular cross-section as the ambient river width and depth. With a set 7Q10 stream flow, adjusting the model depth primarily affects the resulting modeled velocity (i.e., the smaller the rectangular area, the higher the model velocity). A range of two to five feet was selected to represent a reasonable range at 70,10 conditions. At lower velocities, the plumes momentum may dominate the mixing characteristics allowing the plume to cross the river allowing mixing with the full river width, while higher velocities may provide more intense initial mixing but force the plume rapidly downstream. Combinations exist between these depths that also include the affect of bank attachment, causing decreased mixing as the plume moves downstream. Modeled River Depth Sensitivity Analysis 4.3 Outtail 005 Mixing Lone Results The purpose of the model was to estimate how far downstream the 89.6°F maximum instream standard would be met. A worst-case model was run that includes multiple layers of conservative assumptions including but not limited to: • 100°F discharge at 6.0 MGD, • Discounted mixing caused by instream rocks/shoals, • The highest daily ambient temperature, • Conservative model depth and width at 7Q10 conditions (likely more flow/depth on plant side of river due to river bend), and • Additional dilution entering from Suck Creek. The worst-case model indicates that at a permitted discharge temperature of 100°F, the instream standard would be met at a distance less than 130 meters (approximately 427 feet). Appendix A includes the CORMIX model Session and Prediction files, and Appendix B includes graphical representations of model predictions. As shown in Figure 4-2, the proposed outfall would meet the instream standard just downstream of Suck Creek. While not shown on Figure 4-2 or necessary for proving compliance with the instream water quality standards, the prediction results also indicate that the temperature of the river would be only 0.6°F above ambient when it reaches Outfall 002 (approximately 2,000 feet downstream of Outfall OOS). v Figure 42.
