Re: Site visit for EPA Program Implementation Grant - Review of mitigation projects by DWQ
Dear Ms. Blake:
As part of an Implementation Grant from the US Environmental Protection Agency, the Division of
Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit is conducting a statewide
evaluation of compensatory stream and wetland mitigation success. Tammy Hill from this Unit
conducted a site visit at the above-referenced mitigation project on March 3, 2009.
Compensatory mitigation for Beach Walk at Kure Beach consists of preservation of a tract of land
adjacent to Telfair's Creek and The Cape subdivision. The tract contains approximately 28.5 acres of
wooded and marsh wetlands near the headwaters of Telfair's Creek. Observations at the site visit
indicated that the parcel boundaries were largely intact and regularly patrolled by Coastal Land Trust
staff. The only area of concern was at the end of West Telfair Circle where brush clearing and tree
marking had occurred. You indicated that this area would be investigated, and surveyed if necessary, to
determine if there had been encroachment into the preservation parcel. Please submit written
documentation of your findings, and any remedial actions that were taken, to our office.
