This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0025534. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Reconnaissance inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. The following deficiency was noted during the inspection: Inspection Area Deficiency Description ______________________________________________________________________________________________ Flow Measurement – Influent: The influent flow meter is not operational during times of high flow events. ______________________________________________________________________________________________ Compliance issue summary: During high flow events, wastewater backs-up into the collection system directly upstream of the facility. High flow events are often associated with large or intense precipitation events resulting in infiltration and inflow into the collection system. When the wastewater flow backs up into the collection sys tem, the influent flow meter can become submerged and inoperable during these periods. The subject permit requires continuous flow monitoring. Use of the existing collection system as temporary storage or flow equalization is resulting in sewer overflows a nd non-compliance with your NPDES permit as described. Please aggressively address infiltration and inflow issues in the collection system. In the interim, you are to ensure that any use of the collection system in this manner does not result in sewer overflows. Additionally, the Division is requiring you to install a totalizer on the existing effluent flow meter and report these values. If the current conditions (i.e., SSOs and flow meter failure) observed during high flow events continue, the Division will consider requiring installation of permanent measures (e.g., Parshall flume) to ensure flow measurement is continuous at the facility. Remedial actions should have already been taken to correct this problem and prev ent further occurrences in the future. The Division of Water Resources may pursue enforcement action for this and any additional violations of State law. To prevent further action, carefully review these deficiencies and address the causes of non-compliance to prevent the recurrence of similar situations.
