The North Carolina Division of Water Resources conducted an inspection of the Burnsville Collection
System on 2/22/2018. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCS00143.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report".
Please respond in writing to this office within 30 days of your receipt of this letter regarding
your plans or measures to be taken to address the following issues:
•An annual observation of the system is being conducted but not documented. Begin documenting
the annual observation and all inspections of high-priority lines and remote areas.
*Begin producing System Performance Annual Report as required by. G.S. 143-215.1C.

Inspection Summary:
Tim Heim of the Asheville Regional Office performed a Compliance Evaluation Inspection of the Collection System,
concurrent with a Pretreatment Compliance Audit, on February 22, 2018. Ronnie Tipton (Public Works Director), Shane
Dale (ORC), and Matthew Robinson (BORC) assisted with the inspection and records review. The facility appeared well
maintained and operated, and in compliance with Permit WQCS00143.
The following items were noted during the inspection and should be corrected:
An annual observation of the system is being conducted but not documented. Begin documenting the annual observation
and all inspections of high-priority lines, remote areas etc.
Cleaning is currently performed as needed based on ORC knowledge. The utility should include a goal of a standardized,
proactive approach to cleaning.
Documenting maintenance activities performed on right-of-way's.
Begin producing System Performance Annual Report as required by. G.S. 143-215.1 C.
Additional items of discussion during the inspection included:
-The OMC Pump Station will include a planned capacity upgrade project.
-The town has applied for an Indian Trail/Meta Road infrastructure upgrade.
-If operations begin at Hickory Springs Manufacturing, sufficient flow may be produced to allow re -operation of the East
Yancey Water and Sewer District WWTP (Currently operating under PH). The Taylor Toggs facility may also be able to add
flow if a stream crossing (aerial) can be permitted.
