The Bonanza Group c/o Rick West Page 2 9. PROJECT DESCRIPTION: The project site is located at 21 Causeway Drive, adjacent to a man-made canal, in the Town of Ocean Isle Beach, Brunswick County. To find the project site, travel south on US Highway 17 to Ocean Isle Beach Road SW. Turn left onto Ocean Isle Beach Road SW and travel approximately 4 miles to the Ocean Isle Beach high rise bridge. Cross the bridge and continue along Causeway Dr. approximately 0.25 miles. The project site will be located on the left-hand side of the road. The lot is approximately 0.24 acres with approximately 107' of shoreline frontage. The lot averages 4.0' above Normal High Water (NHW) and the shoreline has been stabilized with an existing vinyl bulkhead. The applicant maintains a commercial building with parking on the high ground. The high ground vegetation consists primarily of lawn grass and ornamental landscaping. CAMA Minor Permit # 17-49 was recently issued by the Town of Ocean Isle Beach for the construction of a new deck measuring approximately 16'x 24' within the 75' Coastal Shoreline AEC, of which approximately 144 sq. ft. is located within the 30' Coastal Shoreline buffer. Coastal Wetlands are present waterward of the existing bulkhead and consist primarily of Smooth Cord Grass (Spartina alterniflora). The Coastal Wetlands range in width from approximately 20' near the northern property boundaryto approximately 5' in width near the southern property boundary and NHW meets the face of the bulkhead. An existing docking facility extends east from the bulkhead which consists of a 30' long by 4' wide fixed pier connected via access ramp to an existing 8' wide by 60' long floating dock which runs parallel to the shoreline. The existing floating dock is located approximately 20' waterward of the edge of marsh vegetation and allows for the dockage of two (2) vessels on the waterward side. A boatlift measuring 14' wide by 14' long is located on the southern end of the existing floating dock. Water depths adjacent to the existing floating dock in the area of the existing slips ranges from approximately -2.5 to -3.0' at Mean Low Water (MLW) (see Sheet No. 2A of 5). The Town of Ocean Isle Beach Land Use Plan classifies the adjacent high ground portion of the project area as Commercial. The waters of the man-made canal are classified SA; HQW by the Division of Water Resources. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. There are no known archaeological resources within the project vicinity. 10. PROPOSED PROJECT: The applicant proposes to remove the existing docking facility structures and construct a new commercial docking facility with associated excavation of an existing canal. The dimensions of the proposed area of excavation would be approximately 90' in length and would range from approximately 5' in width on the north side of the project area to approximately 26' in width on the south side of the project area (see Sheet No. 2B of 5). The proposed boat basin would have a final project depth of -6' at MLW and would tie into the existing water depths within the adjacent man-made canal. As proposed, the applicant would maintain a 10' buffer from the coastal wetland vegetation. Excavation of the basin would be accomplished by using a long reach excavator on a floating barge. The applicant is proposing to use a separate long reach excavator located on the high ground to transfer the spoils from the floating barge to dump trucks. As stated in the applicant's narrative, a tarp would be secured temporarily over the wetlands to catch any spoils that may fall off the bucket of the excavator. The applicant states that the excavated material would then be transported offsite location to the Ike Williamson disposal facility located at 5399 Oak Tree Lane in Ocean Isle Beach, Brunswick County. The fill would be used to continue to fill in an existing borrow pit on the property measuring approximately 25,000 sq. ft. in area. Authorization from the property owner of record, Mr. Williamson, has been provided authorizing the spoil disposal at this location. The Bonanza Group c/o Rick West Page 3 The applicant is proposing to remove the existing 8' in width by 60' in length floating dock and associated access pier and ramp. The proposed new docking facility would consist of two separate access points located off a proposed 4' in width by 50' in length boardwalk which would be constructed on the high ground adjacent to the existing bulkhead within the 30' Coastal Shoreline buffer. The proposed connecting ramp access on the north side of the property would lead down to a L-shaped floating dock measuring approximately 6' in width by 10' in length perpendicular to the canal and approximately 8' in width by 32' in length parallel with the canal. The 8'x 32' proposed floating dock would allow for dockage only on the waterward side, accommodating Slip #4. The applicant is proposing a second access ramp located of the south side bulkhead that would lead to a floating dock measuring approximately 8' in width by 20' in length oriented perpendicular to the canal. As proposed, the south side of this proposed floating dock would be designated as Slip # 1. Two tie pilings are proposed centered between the two floating docks to accommodate proposed Slips # 2 and # 3 (see Sheet No. 2B of 5). The proposed floating docks would be located a maximum of approximately 24' waterward of the edge of marsh vegetation, in alignment with the adjacent docking facility to the south, Captain's Landing. This distance does not appear to exceed the % width distance of the canal which measures approximately 95' to 100' in width. According to (Sheet No. 4 of 5), the proposed floating dock would not encroach into the OIB dredge channel, which is located approximately 30' waterward of the edge of marsh vegetation. There are no proposed encroachments into either adjacent 15' Riparian Corridor Setback. Existing water depths in the proposed area of excavation and dockage range from 0' to 4 at MLW (see Sheet No. 2A of 5). 11. ANTICIPATED IMPACTS: The proposed area of excavation would result in the disturbance of approximately 1,500 square feet of shallow bottom. According to the application, approximately 250 cubic yards of spoil material would be excavated from below MHW. The final project depth would be -6' at MLW and would connect to the existing depths of the dredged channel. The spoil disposal area would result in approximately 25,000 square feet of disturbance at the existing borrow pit disposal site. Short term increases in turbidity can be expected during dredging activity. The excavation of the basin by mechanical means will create steep side slopes and subsequent sloughing, thereby increasing the top width dimensions of the proposed project. As proposed, the applicant would maintain a 10' buffer from the existing coastal wetlands to prevent disturbance to the areas resulting from sloughing. The proposed use of long reach excavator to transfer spoils from the floating barge to a truck located on high ground could result in material being deposited in the Coastal Wetlands. The applicant has proposed to string a temporary tarp over the Coastal Wetlands to help prevent any inadvertent impacts to the Coastal Wetlands during construction. The proposed docking facility would incorporate approximately 476 square feet of Estuarine and Public Trust Waters Areas of Environmental Concern. As proposed, the docking facility would provide mooring for four (4) vessels.
