While written verification is not required for this project from the Army Corps, we are requesting written verification of Water Quality General Certification 4137. The purpose of the proposed project is to remove accumulated sediment from an existing irrigation pond to restore irrigation and detention capacity. Dredged slurry will be deposited into an upland contained disposal area with flocculent added to assist in settling sediment. Return water will be released from the containment area through a flash board riser and through a series of erosion control waddles before rejoining the irrigation pond. Detailed schematics and narrative of this project are enclosed within this application. No impacts to jurisdictional features are proposed. Describe the overall project in detail, including the type of equipment to be used: A hydraulic dredge will be used to remove accumulated sediment from an existing pond. Slurry removed by hydraulic dredge will be piped to an upland -contained disposal area approximately 5,500 sq. ft. in size. Flocculent will be added to discharge slurry to settle sediment and restore water quality. Dredging will occur 8-10 hours per day, removing 300-600 cubic yards per day, for a duration of 2 to 4 weeks. Pond will be allowed to settle overnight, and return water will be gravity released by flash board riser from the top of the containment area to the pond each morning, once turbidity is restored to natural background conditions. A skimmer and pump will be used as needed, and will be placed at the top of the water level of the upland containment basin. The return water flow path will be lined with plastic or geotextile fabric where turf is removed, and coconut erosion control waddles will be installed along flow path. Impacted soils will be stabilized with winter rye. Excavation technique for upland disposal area will use typical earth -moving equipment, including pan, excavator, dump truck, bulldozer, etc. to store material. Water quality will be monitored for the duration of the project, and dredging operations will cease if return water quality becomes worse than existing conditions in pond. Timeline 1. Excavate upland contained disposal area to depth of approximately 8 feet, 5,500 square feet in size, and install a flash board riser with 8" discharge that will direct flow back into irrigation pond. Stabilize denuded soils with winter rye. 2. Install coconut erosion control waddles along flow path from the riser to the pond. Line flow path with plastic plastic or geotextile fabric wherever turf is removed. 3. Hydraulic dredge material from the pond into the upland contained disposal area at a rate of approximately 300-600 cubic yards per day, 8-10 hours per day. Add flocculent to discharge slurry to ensure that clean water enters containment area. Allow settling overnight. 4. Each morning, gravity release (or pump as needed) clean water from containment area along flow path into pond. Resume dredge activity and complete project within 4 weeks. 5. Constantly monitor water quality within the containment area and cease dredging operations if discharge water is muddier than the stream coming into pond. 6. Cap and seed the containment area at the end of the project. 7. Adapt plan as necessary to ensure that all discharge is as clear as possible.
