Fibers Innovators International (co -entity), manufactures sewing thread, and is a source of wastewater discharged to the Shelby facility's Wastewater Treatment Plant (WWTP). The location of the Shelby facility is shown on the Site Location Map in Appendix A. The manufacturing operations at the Shelby facility include those under Standard Industrial Classification Codes 2824 - Establishments primarily engaged in manufacturing manmade organic fibers, except cellulosic; and 2821 - Establishments primarily engaged in manufacturing synthetic resins, plastics materials, and non-vulcanizable elastomers. Process wastewater is subject to Effluent Guidelines and Standards for the following Point Source Categories. > 40 CFR 414 - Organic Chemicals, Plastics, and Synthetic Fibers - Subpart C - Other Fibers (SIC Code 2824), > 40 CFR 414 - Organic Chemicals, Plastics, and Synthetic Fibers - Subpart D - Thermoplastic Resins (SIC Code 2821); and > 40 CFR 414 - Organic Chemicals, Plastics, and Synthetic Fibers - Subpart j - Direct Discharge Point Sources That Use End -of -Pipe Biological Treatment. The combined wastewater flow from the Shelby facility consists of process wastewater, utility wastewater (i.e. boiler blowdown, cooling tower blowdown), sanitary wastewater, storm water runoff primarily from direct rainfall onto WWTP units, and groundwater from three (3) groundwater extraction wells. All wastewater from the Site is collected, combined, and subjected to treatment in an on-site WWTP prior to a discharge through one (1) outfall, Outfall 001, to a receiving stream (Buffalo Creek) in accordance with effluent limitations and other monitoring requirements of National Pollutant Discharge Elimination System (NPDES) Permit No NC0004952. Buffalo Creek is a Class C state water body located in the Broad River Basin. The approximate location of the monitoring station for Outfall 001 and the discharge point to Buffalo Creek is shown on the Site Location Map in Appendix A (Figure A-1). A Water Balance Flow Diagram showing worst-case wastewater flows from the various sources is provided in Appendix A (Figure A-2). The existing wastewater treatment facility includes a head works (screening and grit chamber); an equalization basin with aeration where pH adjustment occurs; an equalization/mixing basin; an equalization/pre-aeration basin, an emergency equalization tank; two (2) activated sludge treatment trains operating in parallel including aeration tanks/basins and secondary clarifiers; three (3) polishing ponds; tertiary filtration; an aerated basin for sludge digestion; sludge holding ponds, and a discharge to a receiving stream. Sludge is periodically removed from the sludge holding ponds for land application at off-site locations and supernatant from the sludge digester is returned to the activated sludge aeration basins. Both ammonia and phosphorus can be added as a nutrient source for the activated sludge biological treatment process. The tertiary filters are presently used on an intermittent basis to further control suspended solids during warmer months of the year when there may be some algae growth in the polishing ponds. Land application of sludge is currently permitted under Land Application of Residual Solids (503 B Exempt) Permit No. WQ 0011038 which expires on April 30, 2020. CNA is submitting this application for the Site to renew NPDES. Permit No. NC0004952 at least 180 days prior to the expiration date of the permit of August 31, 2018. A summary of NPDES discharge monitoring report data, previously submitted to DEQ for Outfall 001 is provided in Table 1-1. The discharge monitoring date is included on Form 2C provided in Appendix B of this application. CNA Holdings LLC - Shelby Facility I NPDES Permit Renewal Trinity Consultants 1-1 As stated earlier, process wastewater is subject to Effluent Guidelines and Standards for the following Point Source Categories• > 40 CFR 414 - Organic Chemicals, Plastics, and Synthetic Fibers - Subpart C - Other Fibers (SIC Code 2824); > 40 CFR 414 - Organic Chemicals, Plastics, and Synthetic Fibers - Subpart D - Thermoplastic Resins (SIC Code 2821); and > 40 CFR 414 - Organic Chemicals, Plastics, and Synthetic Fibers - Subpart I - Direct Discharge Point Sources That Use End -of -Pipe Biological Treatment. The effluent limitations established under 40 CFR 414 are based on flows from each regulated process operation. The mass effluent limitation is based on flow rate from the regulated process operation and the concentration specified in 40 CFR 414 for a regulated pollutant. Average process wastewater flow rates are shown in the following table. Table 1-1. ANALYTICAL DATA SUMMARY - -- - - - -- - - ---- ---- --- --- --- - - - - ---- - -- ---- --- Part I Section A of NPDES Permit No. NC0004952 includes effluent limitations and monitoring requirements for several pollutants and monitoring parameters from Outfall 001. A summary of the monitoring data reviewed for this permit renewal application is provided in the following subsections. 2.1. PERMIT CONDITION A(1) - EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS The following subsections detail the date reviewed for this renewal application. Data analyzed has previously been included in Discharge Monitoring Reports (DMRs) submitted to the Department and is included on EPA Form 2C in Appendix B to this report. Data table summaries of all monitoring values are provided in Appendix C 2.1.1. Flow Rate Flow rate from Outfall 001 is required to be continuously monitored and the monthly average must be less than 0.45 million gallons per day (MGD). Monitoring data from January through December 2017 has been reviewed as part of the renewal application process. The maximum monthly flow rate (maximum 30 -day value) observed in 2017 equaled 0.39 MGD. Projected flow rates are expected to be similar to the flow rates observed in 2017, therefore, CNA requests that no changes be made to the permitted flow rate 2.1.2. Weekly Monitoring Requirements The NPDES Permit requires that biochemical oxygen demand (BOD), total suspended solids (TSS), fecal coliform, and pH be measured on a weekly basis. Monitoring data from January 2017 through January 2018 has been reviewed as part of the renewal application process and is summarized in Appendix C of this report. 2.1.3. Quarterly Monitoring Requirements The NPDES Permit requires that oil and grease be measured on a quarterly basis. Monitoring data from January 2017 through January 2018 has been reviewed as part of the renewal application process and is summarized in Appendix C of this report. 2.1.4. Semi -Annual Monitoring Requirements The NPDES Permit requires that total nitrogen (NO2 + NOs + TKN) and total phosphorus be measured on a semi- annual basis Monitoring data from January through December 2017 has been reviewed as part of the renewal application process and is summarized in Appendix C of this report. 2.2. PERMIT CONDITION A(2) - ANNUAL EFFLUENT MONITORING REQUIREMENTS Condition A(2) in the NPDES Permit for the Shelby facility contains annual monitoring requirements for listed organics, metals, etc. Monitoring data from 2015 through 2017 has been reviewed as part of the renewal application process and is summarized in Appendix C of this report. PERMIT CONDITION A(3) - CHRONIC TOXICITY Part I Section A(3) of the NPDES Permit requires that CNA conduct chronic toxicity testing on a quarterly basis (March, June, September, and December) at an effluent concentration of 2.13 percent. All chronic toxicity testing conducted during March 2014 through December 2017 passed at the permitted effluent concentration of 2.13°/%. Monitoring data from March 2014 through December 2017 was submitted to the Department as required, and is summarized in Appendix C of this report. 2.4. PERMIT CONDITION A(4) - POLLUTANT ANALYSIS Part I Section A(4) of the NPDES Permit requires that CNA conduct a test for pollutants once every five (5) years at the effluent from the treatment plant (Outfall 001). Samples of Outfall 001 were collected in January and February 2018 for other constituents for which monitoring is not routinely required by the existing NPDES Permit This includes all pollutants listed for "plastic and synthetic materials manufacturing" in Table 2C-2 of EPA Form 2C: > Purgeables (i.e. volatile organic compounds); > Acid extractables; > Base/neutral extractables; > Organochlorine pesticides and PCBs, > Herbicides; and > Metals and other organics. The results from these sampling event are reported on Form 2C. The laboratory reports from the January and February 2018 sampling events are provided in Appendix D of this application.
