The projects are located in Carteret County, NCDOT Division 2. ------------------------------------------------------------------------------------------------------------------------------- General Project Need The general project need is categorized by several factors: The bridge needs to be replaced. Bridge No. 13 was built in 1964 and has an estimated 14 years of service life remaining based on the 2017 bridge inspection report. Geometric consistency US 70 transitions from four lanes approaching the bridge on the west sides to two lanes along the bridge back to four lanes on the east side, causing the bridge to act as a bottleneck. Based on the FS-1002A traffic operations analysis (using 2012 traffic counts), it is anticipated that Bridge No. 13 will be over capacity (LOS F) in the 2035 design year. It is anticipated that the average daily traffic volume in 2035 will be approximately 34,000 vehicles per day.
