2017 PAR Narrative
General Information:
I. The Pretreatment Program Information and Historical SNC sheets for WSACC are
enclosed (Enclosures 1 thru 3). All of the information listed appears to be correct.
II. WSACC received approval from PERCS, letter dated December 22, 2016, for the Long
Term Monitoring Plan Program changes. (Enclosure 4).
III. WSACC received approval from PERCS on January 31, 2017 the Long Term Monitoring
Plan Program changes for Muddy Creek Wastewater Treatment Plant (MCWWTP).
(Enclosure 5).
IV. WSACC received approval from PERCS on January 31, 2017 the Headworks Analysis
MCWWTP. (Enclosure 6).
V. The PAR for 2016 was approved by the DWQ on April 26, 2017 (Enclosure 7).
VI. WSACC submitted the Headworks Analysis for the Rocky River Regional Wastewater
Treatment Plant (RRRWWTP), NPDES Permit# NC0036269, on August 30, 2017 and is
currently awaiting approval from PERCS.
VII. WSACC successfully completed the ISO 14001 recertification for the Environmental
Management System for 2017.
VIII. WSACC successfully maintained its OHSA 18001 certification for the Occupational
Health and Safety Program and Public Sector Star certification for 2017.
IX. WSACC issues pounds per day limits to the significant industrial users (SIUs). Although
a flow limit is also issued, WSACC does not judge significant noncompliance (SNC) for
this parameter. A notice of noncompliance was sent for flow exceedances. As outlined in
the Comprehensive Guide, Chapter 7, Section E, page 2, flow limits are not required
where all IUP limits are mass based and that the POTW may institute its own policy
relative to flow limit compliance. Also, the definition of "pollutant" in 15A NCAC
2H.0903 (25) does not include flow as a characteristic of wastewater.
SIU Information:
During the January through June 2017 reporting period:
A. WSACC submitted a permit modification for Owens Corning IUP#1041 to PERCS for
approval. WSACC received an approval letter from PERCS dated January 9, 2017
(Enclosure 8).

B. WSACC submitted a permit modification for Intertape Polymer IUP#2001 utilizing the
Streamlined IUP Submittal Form. PERCS provided a streamlined IUP review
acknowledgement email on January 31, 2017 (Enclosure 9).
C. WSACC submitted a permit modification for Ei Inc. IUP#1040 utilizing the Streamlined
IUP Submittal Form. PERCS provided a streamlined IUP review acknowledgement email
on February 10, 2017 (Enclosure 10).
D. BOD data for February 21 deemed invalid for BFI, Heritage -Crystal Clean and Perdue
Farms due to laboratory error or interference.
E. WSACC submitted permit renewals for Americhem IUP#1028 and Ei Inc. IUP#1040
utilizing the Streamlined IUP Submittal Form. PERCS provided a streamlined IUP
review acknowledgement email on April 27, 2017 (Enclosure 11).
F. WSACC submitted a permit renewal for Perdue Farms IUP#1026 utilizing the
Streamlined IUP Submittal Form. PERCS provided a streamlined IUP review
acknowledgement email on May 12, 2017 (Enclosure 12).
G. WSACC submitted a permit modification for Chem -Tex Laboratories IUP#1034
changing their name to Heiq Chem -Tex utilizing the Streamlined IUP Submittal Form.
PERCS provided a streamlined IUP review acknowledgement email on May 26, 2017
(Enclosure 13).
H. The following SIUs had a few violations but these did not constitute SNC (see IDSF for
percent violations). Notices of noncompliance were sent for these violations of IUP
limitations and/or self-monitoring requirements, which include:
Galvan Industries, IUP #1029, 1 zinc; 1 flow (daily max);
HCC, IUP 41030, late submittal of self-monitoring report;
Perdue Farms, IUP #1026, 1 TSS, ammonia and zinc violations (daily max); and
Stericycle, IUP #1039, 1 BOD, TSS violations (daily max)
(NOTE. WSACC requires additional monitoring of SIUs with violations of IUP limits unless the SIU is
sampled on a monthly basis.)
I. Americhem, BFI Waste Systems, Carolinas Healthcare System Northeast, Charlotte
Mecklenburg Utilities (CMU), Hillgrove Water Treatment Plant, Ei Inc., Heiq Chem -
Tex, Owens Corning, and Star America did not have any violations of their industrial user
pretreatment permits during the reporting period.

2017 PAR Narrative
During the July through December 2017 reporting period:
J. WSACC submitted a new permit for Organic Dyes and Pigments IUP#1043 to PERCS
for approval. WSACC received an approval letter from PERCS dated July 24, 2017
(Enclosure 14).
K. WSACC submitted the permit modification for Ei Inc. IUP#1040 utilizing the
Streamlined IUP Submittal Form. PERCS provided a streamlined IUP review
acknowledgement email on August 16, 2017 (Enclosure 15).
L. Intertape Polymer Corp. IUP 92001 experienced some operation problems during start-up
and as a result, is in significant noncompliance for TSS. The facility is continuing to work
with WSACC to reduce loadings and maintain compliance.
M. WSACC attempted to collect effluent samples in December 2017 at Organic Dyes &
Pigments for three consecutive weeks but was unable to. Effluent flow volumes have
decreased significantly and are batched discharged. WSACC will be removing Organic
Dyes & Pigments from the SIU program and reissuing a local permit.
N. The following SIUs had a few violations but these did not constitute SNC (see IDSF for
percent violations). Notices of noncompliance were sent for these violations of IUP
limitations, which include:
BFI, IUP #1024, late submittal of self-monitoring report;
Carolinas Healthcare System Northeast, IUP #1010 (pipe 02), 1 COD and 2 TSS
violations (daily max);
CMUD, IUP #1031 (pipe 05), 1 TSS violation (daily max);
Ei Inc., IUP #1040, 2 zinc (daily max) and 1 zinc violations (monthly average);
HCC, IUP #1030, 1 BOD, 3 TSS, 1 pH (daily max); 1 BOD and TSS violations (monthly
average);
Organic Dyes & Pigments, IUP# 1043 — violation of IUP, Part III, Special Condition (9);
Perdue Farms IUP #1026, 6 ammonia violations (daily max);
Stericycle, IUP #1039 (pipe 01), 2 TSS and 1 pH violations (daily max); and
Intertape Polyner, IUP #2001, 4 BOD, 6 TSS (daily max); 2 BOD, TSS violations
(monthly average).

O. Americhem, Hillgrove Water Treatment Plant, Galvan Industries, Heiq Chem -Tex Owens
Corning, and Star America did not have any violations of their industrial user
pretreatment permits during the reporting period.
Waste Reduction Activities:
WSACC participates in the following activities:
1. Collection of office paper, aluminum cans, batteries, cardboard, electronics, fluorescent
bulbs, glass bottles, ink cartridges, oil filters, aerosol cans, scrap metal, and plastic
containers for recycling.
2. Reuse nonpotable water in the plant for:
a. odor control blowdown and flushing water;
b. dechlorination carrier water;
c. pump seal water;
d. centrifuge back drive and bearing cooling water; and
e. incinerator Venturi scrubber at 1.152 mgd.
3. Recycle heat from the furnace to warm the building.
4. Recycle COD vials used in the laboratory.
5. Reuse waste oil from plant equipment to heat the maintenance building.
6. Recycle the defoamer chemical drums back to the manufacturer.
WSACC's SIUs participate in several waste reduction activities, which are outlined on the
following pages (Enclosure 16). In addition to the information contained herein, the SIUs listed
below have also implemented the following:
1. CHS Northeast has a Mercury Task Force that is continuously looking at ways to reduce
and eliminate mercury within the facility.
2. HCC continues to evaluate/eliminate some of their customers to reduce their COD
loading.
3. Stericycle has increased mercury awareness with their customers and request that they
have zero mercury content in waste handled/processed by Stericycle.

The Pretreatment, Emergency Response, and Collection Systems (PERCS) Unit of the Division
of Water Resources has reviewed the Headworks Analysis (HWA) of Muddy Creek Wastewater
Treatment Plant for the Water & Sewer Authority of Cabarrus County (WSACC). The HWA was
received by the Division initially on November 2, 2016, followed by updated information received
on January 4, 2017.
The Division concurs with the HWA calculations for all pollutants of concern with corrections
discussed below The approved Maximum Allowable Headworks Loadings (MAHLs), Maximum
Allowable Industrial Loadings (MAILs), and the basis for these values are found on the last page
of the enclosed HWA spreadsheet, which has the corrections marked.
1) HWA Corrections: Please feel free to contact PERCS if you have any questions about the
changes outlined below. All corrected spreadsheets were emailed to you for your files, with
the changes highlighted Please ensure the POTW's paper and electronic HWA, AT, and
other supporting documents contain these corrected documents, especially the Allocation
Table As needed, please mark any original documents as "replaced" or "voided "
a) WWTP Removal Rates. PERCS chose to use site specific removal rates for copper, nickel,
and zinc since there are no BDL data. We also removed literature removal rates for
cyanide and mercury because there are no sampling data available.
b) Uncontrollable Concentrations: Uncontrollable concentrations for all the parameters were
updated based on POTW average influent data since there are no industry data available
during this HWA period

2) Design Criteria: PERCS decided to use current design criteria for BOD, TSS, and ammonia
to calculate design loadings and chose to use NPDES loadings based on site specific removal
rates. These changes did not cause any over allocation for BOD, TSS, and ammonia.
3) Next HWA Due Date: This preliminary HWA was based on less than adequate sample data
between March 2016 and September 2016. Unless conditions at the POTW change
significantly and thus warrant an earlier submittal (see Comprehensive Guide, Section 8), the
POTW must submit an updated HWA on or before September 1, 2019.

OF SIGNIFICANT INDUSTRIAL
WASTEWATER PERMIT
VIOLATIONS
The Water and Sewer Authority of Cabarrus County (WSACC), in accordance with Federal and
State regulations is hereby giving Public Notice. Listed below are the significant industrial users in
significant noncompliance (SNC) with national pretreatment regulations, 40 CFR Part 403, and
state pretreatment regulations, 15 NCAC 2H .0900, and local pretreatment regulations during the
last 12 months and the parameter in significant noncompliance:
Intertape Polymer Corp. - total suspended solids
A notice of violation was sent to the users and WSACC has been working directly with the users to
prevent future violations and maintain compliance. A continuing effort is being made by the users
to maintain compliance.
No adverse effect was observed to the wastewater treatment plant or water quality standards during
the noncompliance.
