Project Setting
The project site is located off SR 1712, Gum Neck Road, on Debbi Lynn Lane, a
residential waterfront subdivision, in the community of Leechville east of Belhaven
adjacent the Pungo River in Beaufort County, North Carolina. The project site consists
of two adjacent residential lots under single ownership, one developed with asingle-
family dwelling and a bulkheaded shoreline (Lot 2) and the other undeveloped with. a
natural shoreline (Lot 1). The lots are ±.3 acre in size.
Lot 2 has an elevation of ±3' above the normal water level and is vegetated with
various hardwoods and lawn grasses. The shoreline has a bulkhead for a distance of 78'
along the Pungo River. There is a return wall on the north side of the lot adjacent lot 1
for a distance of 66'. The residence is a single story wood frame house with a gravel
drive/parking area. Water depths in the Pungo River within 100' of the bulkhead are ±3' .
Lot 1 has an elevation of ±2' above the nornlal water level. The highest areas of
the lot are the overwash sand berm along the shoreline and at the back of the lot adjacent
the subdivision road (Debbi Lynn Lane). In between the subdivision road and the
overwash sand berm is a low area/depression is vegetated mainly with Bermuda grass.
This area is regularly mowed. There is a wooded area approximately 25' in width along
the northern side of the lot vegetated with various hardwoods and wax myrtle. The
aforementioned herbaceous depression and wooded area have been delineated as 404
wetlands by the US Army Corps of Engineers. The residential lot adjacent to the north of
Lot 1 is bulkheaded and has a ±29' long return wall.
Pungo River at this location is classified as SB NSW by the Environmental
Management Commission, Coastal Waters by the Marine Fisheries Commission and is
closed to shellfishing.
Project Description
The applicant proposes to construct a new bulkhead from the corner of the
existing bulkhead on Lot 2, across the front of Lot 1 in a straight line to the corner of the
existing bulkhead on the north side of Lot 1. The alignment will average 47' waterward
of the NWL. The applicant proposes to backfill the open water area landward of the new
bulkhead and the herbaceous wetland landward of the overwash sandberm. The applicant
proposes to place riprap in front of the existing bulkhead on Lot 2 and the new bulkhead
on lot 1 with a 2' : 1' slope with the waterward toe 10' beyond the bulkhead. The
applicant also proposes to constrict a 5' x 50' pier with a 12' x 16' boatlift.
Project Impacts
The project as proposed will result in the filling of 5,263 ft2 of shallow water
habitat in the Pungo River. The filling activities on Lot 1 will fill 3,000 ft2 of 404
wetlands. The bulkhead and filling activities on Lot 1 will create 6,708 ft2 of highground.
This development as well as future development of lot 1 will increase surface ninoff and
other associated impacts. The pier will shaded ±250 ft2 of Pungo River bottom.

Project Location
Located by driving from Belhaven, NC on Hwy 264 east, 6.7 miles to SR
1712.. Turn onto SR 1712 go 2.4 miles to Debbi Lynn Lane (private road) on the
right. Follow Debbi Lynn Lane road to the waterfront and this begins the project
area.
Project Overvieva
This is to repair the failed bulkhead and preserve the yard of the residence.
fever erosion area between bulkheads created scalping on the shoreline. The over
wash from storms has saturated the mowed yard area and created a wet area of
ponding. The repair of the existing bulkhead and extension to the adjoining
landowner will stop the erosion.. The replacement bulkhead is to protect the lot
from more erosion and stop sedimentation from entering the Pungo River, while
preserving the residential site.
The proposed new bulkheading will be installed in front of and run across to
the existing wood bullcheading. The new bulkhead will use vinyl sheets 24" wide
by 10' long. The Vinyl bulkheading interlocks and is vibrated into the shore
bottom a depth of 5'. The Vinyl bulkhead is secured by 4" by 6" treated lumber
bolted across to top and capped by 2" by 12" treated lumber. The bulkheading is
stabilized by guy ties to 10" dia. by 10' poles inside of bulkheading about 12'
inland. This part of the project to by built by Selby Land Concepts. The project
includes a small boatlift 12' wide and 16' long at the end of a new pier which will
be 5' wide and 50' long. The bulkhead project will have riprap place and fanned to
harden and protect from heavy wave action.
The landowner plans to back fill the washout area where the new bulkhead
will be with sand. The entire filled area will be leveled and grassed next to
replacement bulkhead wall. The backfill to the new bulkheading will stabilize the
wall. Gentle slope of the fill should minimize runoff.
