We reviewed the installation with Alex Carter yesterday and have determined that the best thing to do is remove both pipes completely and re -install them while paying close attention to your concerns and depth of pipe bury. We will tackle this as soon as the weather allows us to do so. I will let you know when we complete the re -installation. Hopefully, we will have it completed before the middle of next week. I have some concern that the material that was placed at the end of the culverts will erode away during these heavy rains. I'll be in the office mid -week next week and we can touch base then. Do not click Ii Report Spam. Sue to Please find attached photos with views from each end of the stream crossing pipes which show the pipe inverts in relation to the existing stream bed. As I mentioned to you in our phone conversation last Friday, some grade and alignment adjustments were required on the lower end of the two pipes in order to ensure that the pipes were installed per 404 and 401 permit conditions. At the time of your visit, final grading and shaping of the stream channel had not been completed on the lower end of the pipes. Our field surveys of the stream and pipe inverts now confirm that the pipes are buried 6 inches below the stream bed. Also, it is important to note that the pipes are both installed over a 12 -inch thick bedding of #57 stone which is used to level and support the pipe. Until the stone becomes "silted in" with stream soils and other debris, the stone will serve as a conduit for water to move through under the pipe and will be visible at the exit point under the pipe. Yesterday's rain has likely helped the silting process. If you or Bryan would like to inspect the pipe installation, please let me know and we will meet you at your convenience to answer any questions. When site conditions dry, we will be completing the remaining work to repair and restore the disturbed areas and filling with soil over the new pipes but will not begin until you have approved the pipe installation as described herein. It looked like water was flowing under one culvert and through the other and they were slightly perched. The approved plans indicated that both pipes would be buried 6" below the stream bed. This is not in compliance with the conditions of the 404 and 401 approvals. For your information, Bryan Roden Reynolds is the new USACE contact for the area that Jean had, previously John Thomas's area, and I've copied him on this email. Bryan, I'm sorry but I don't have the USACE Action ID number for this project in my files.
