The Project Development Unit has started the project development, environmental and
engineering studies for the subject project. The project is included in the NCDOT 2018 — 2027
State Transportation Improvement Program (STIP) and is scheduled for right-of-way acquisition
to begin in fiscal year 2020 and construction to begin in fiscal year 2022. An Internal/External
Scoping Meeting and Merger Screening has been scheduled for February 26, 2018 and will be
held in the Roadway Design Conference Room in Building A of the NCDOT Century Center
(1000 Birch Ridge Drive) in Raleigh.
The general purpose of this meeting is to begin early coordination with our agency
partners by discussing the known information about the project and project area. There are
Project Data Sheets, mapping, and other materials for this meeting in the project file located on
CONNECT and the PDEA Merger website. Please review the material and be prepared to discuss
any additional known information regarding your resource and/or area of expertise as it may
concern the project. We would especially appreciate any information you might have that would
be helpful in identifying and evaluating important issues or topic that should be considered.

• General Description of Project:
The project has been previously described as adding lanes to 1.65 miles of SR 1001 (North
Church Street) from US 220 (Wendover Avenue) to East Cone Boulevard on the north side
of Greensboro. The proposed cross-section is described as a 4-lane divided (23' raised
median) roadway with curb and gutter, wide outside lanes and sidewalks. The project is
currently planned to be built with state funding and was not subject to reprioritization during
STI 4.0.

The City of Greensboro studied the N. Church Street corridor in 2005; it included a feasibility
concept as well as public outreach. Current City transportation initiatives in the vicinity are

Initial Scoping Comments:
Based on prior internal meetings and coordination, key comments are summarized as
follows.
Traffic Congestion: Based on the City's prior problem statement, the corridor is over capacity
and additional lanes are needed.
Bicycle and Pedestrian Facilities: Existing sidewalks in places, but likely need additional
connectivity as pedestrian movement and transit usage are important along this corridor,
especially with schools and the hospital. Initial discussion included constructing a ten foot
multi-use path on the east side of Church Street between Tankersley Drive and East
Cornwallis Dr. Additional coordination is required.
Utilities: No comments to date, significant utilities are present along the corridor.
Rail Crossinqs: n/a
Structures: The only bridge (No. 527) along the corridor is over North Buffalo Creek. This
bridge was replaced in 2008 under TIP B-3337 and is 77'x127', and was built to
accommodate horizontal clearance for a 10-foot wide pathway.
Water Resources: North Buffalo Creek is the primary resource in the corridor. Few (if any)
jurisdictional resources exist otherwise.
