The existing bridge is in very poor condition: As a result, for the safety of the, public, the bridge must be replaced. The City is removing the existing bridge and replacing with a: two cell reinforced box culvert. No major equipment will be used in the stream. Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The bridge is located on a small neighborhood street surrounded by houses and small, low density apartment buildings. Several utility lines and corridors run along Kaglor Branch. 3b. List the total estimated acreage of all existing wetlands on the property: Other than Kaglor Branch, no wetlands exist at the bridge location. 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 970 feet of perennial stream on the combined parcels 3d. Explain the purpose of the proposed project: The existing bridge crossing the stream is both structurally and geometrically deficient. The existing bridge is in very poor condition. As a result, for the safety of the public, the bridge must be replaced. The City of Gastonia is removing the existing bridge and replacing with a two cell reinforced box culvert. 3e. Describe the overall project in detail, including the type of equipment to be used: The City of Gastonia West Davidson Avenue Bridge Replacement Project at Kaglor Branch (Project) is a Municpal Bridge Replacement Project intended to replace an existing single span bridge with a new reinforced concrete box culvert at the same location. Replacement of this structure will require the roadway to be reconstructed to current standards, resulting in a significant raise in the roadway profile. The work addressing this 515 linear feet of roadway impacts includes the replacement of roadway pavement, curb and gutter, sidewalks and storm drainage facilities, as well as replacement / adjustment to an 8" water line, 8" sewer line, a gas line, and utility poles. Guardrail and handrail will be added to the roadway shoulders to protect pedestrians and vehicles from the fill slopes. Construction of this project will begin with the closure of the roadway, installation of erosion control measures, and removal of the existing bridge slab. Existing roadway pavement will also be removed to provide access for the removal of the end bents and wing walls. Utilities shall be temporarily addressed at this time. Stream flow will then be diverted into a pipe and a stilling basin constructed to facilitate flow during the installation of the proposed culvert, headwalls, and stream protection. Once the culvert is installed and completed and the concrete has adequately cured, the stream shall be channelized into the culvert and the temporary pipe, stilling basin, and impervious dikes removed. The culvert shall then be backfilled and utilities revised to the final condition as needed. Upon completion of the work above, the final roadway grade shall be established and the storm drainage pipes and structures installed. Final portions of construction include roadway paving, curb and gutter installation, sidewalk, guardrail and handrail installation. Final construction tasks shall include placing pavement markings, seeding, and erosion control measure removal. Typical roadway construction equipment shall be used on the Project.
