Proiect Description: C-5600BA 50061.1.3 CMAQ-OOOS (868) The project includes the extension of and improvements to track sidings along the CSX SE-Line at the three sites listed below, as illustrated in Figures 1, 2A, 2B and 2C. Photographs of the sites are included in Appendix A and jurisdictional features are shown in Figures 3A, 3B and 3C. • Dixie Storage Siding Track (Scotland County, near Laurinburg and East Laurinburg) - Upgrade turnouts, tracks (Milepost (MP) 270.5 to MP 271.9) and railroad signals. - Extend Existing Dixie Siding Track #1 (located closest to the main track) approximately 4,600 feet to just west of the I-74 overpass (MP 271.93). - Extend Existing Dixie Siding Track #2 (next to Siding Track #1) approximately 1,800 feet, to east of the Highland Road at-grade rail crossing (MP 271.32). - Replace the existing bridge and construct two new railroad bridges to carry both the main track and Siding Track #1 over Little Creek/LTnnamed Tributary to Leith Creek' (MP 271.48). • Bladenboro Siding Track (Bladen County, partially in Bladenboro) - Upgrade turnouts, tracks (approximately between MP 310.9 and MP 313) and railroad signals. • East Arcadia Siding Track (Bladen County, near East Arcadia) - Upgrade turnouts, tracks (approximately between MP 336.7 and MP 338.8) and railroad signals. B. Description of Need and Purpose: The project will reduce rail congestion in the state's rail network between the Port of Wilmington and Charlotte, resulting in increased rail efficiency, accommodation of future freight growth and improved air quality.2 C. Categorical Exclusion Action Classification: � TYPE I A D. Special Proiect Information: Cost: The preliminary cost estimate for the proposed project is $13,926,250. Off-site Roadway Detour: For the Dixie Storage site, a temporary off-site roadway detour (less than � The stream is referenced in this Categorical Exclusion Form as "Little Creek" based on the Flood Insurance Rate Map (FIRM) panel 8376 and the Preliminary Hydraulic Analysis Memo (September 2017, AECOM). However, the Natural Resources Technical Report (August 2017, RK&K) refers to the same stream as an "unnamed tributary to Leith Creek" (labeled as "SA" in Table 3 and Figure 3A) based on NCDOT bridge maps, the N.C. Department of Environmental Quality — Division of Water Resources and the U.S. Geological Survey (Laurinburg quadrangle map). As illustrated in Figure 2A, the off-site detour route will include: US 74 Business, Kiser Road, Old Lumberton Road and Highland Road. For the Bladenboro and East Arcadia sites, no off-site roadway detours are planned. On-site Rail Detour: Rail operations will be maintained during construction. For the Dixie Storage site, after the new bridge is constructed for Siding Track #1 over Little Creek/LTnnamed Tributary to Leith Creek and the rail siding extension has been completed, the existing mainline bridge will be removed and replaced. Rail operations that normally use the mainline track will be maintained during construction by use of Siding Track #1. Alternatives Considered but Rejected: Storage improvements at all three sites were considered on the opposite side of the main track from the existing storage siding. However, if the existing siding track was not utilized for the improvements, construction on the other side of the mainline tracks would result in more impacts to the natural environment, including an increase in the length of stream channel impacts and the acreage of wetland impacts. In addition, project costs would increase. Therefore, improvements are proposed to utilize the existing siding track and consideration of new siding on the opposite side of the main track was rejected. Public Involvement: A fieldwork notification letter (dated May 15, 2017) was sent to owners of properties in and adjacent to the project study area limits for all three sites in Scotland and Bladen Counties. Local officials received start of study letters (dated May 15, 2017) and invitations to informational meetings that were held on May 25, 2017 and August 31, 2017. Two weeks prior to the public meeting, a newsletter was sent to property owners and residents/tenants along the project study area limits for all three sites, including properties adjacent to the off-site detour route for the Dixie Storage site. In addition, the public meeting information was posted on the NCDOT public meetings webpage and notice of the public meeting was advertised in local newspapers (i.e., the Laurinburg Exchange, Bladen Journal and Robeson Journal). A public meeting was held in Laurinburg on August 31, 2017, where five people in addition to NCDOT staff and their consultants attended. The proposed improvements are not expected to require right of way acquisition. However, because the Dixie Storage site will utilize a temporary off-site detour, the public meeting was held near the Dixie Storage site in Laurinburg. Feedback received during the local officials' meeting and the public meeting was supportive of the proposed improvements and did not indicate opposition to the project. F. A previously developed programmatic biological opinion provides incidental take coverage for the species in NCDOT Divisions 1-8 through the year 2020. Wood Stork The biological conclusion for the wood stork (Mycteria americana) is "may affect, but is not likely to adversely affect." The USFWS concurred with the biological conclusions for the Northern long-eared batt and the wood stork in a letter dated August 29, 2017 and also concurred that the project will have no effect on all other federally listed species in Bladen and Scotland Counties. In the August 29, 20171etter (included in Appendix B), USFWS states that the requirements of Section 7(a)(2) of the Endangered Species Act have been satisfied. Therefore, formal consultation is not required. Item #16 Based on the Preliminary Hydraulic Analysis Memo (September 2017, AECOM), Stormwater Control Measures may be required. If they result in the need for right-of-way acquisition, a consultation or supplemental document may be needed to address any impacts not covered in this CE. In addition, due to the effective detailed flood study on Little Creek, a Memorandum of Agreement with the N.C. Floodplain Management Program or approval of a Conditional Letter of Map Revision and subsequent final Letter of Map Revision will likely be needed for the crossing of Little Creek. Therefore, the Rail Division shall submit sealed as-built construction plans to the Hydraulics Unit upon completion of project construction, certifying that drainage structures and embankments that are located within the 100-year floodplain were built as shown in the construction plans, both horizontally and vertically. Note: Standard commitment. Erosion Control: The NCDOT `Best Management Practices for Protection of Surface Waters" will be implemented where practicable to control runoff and minimize wetland impacts. Note: Standard commitment. NCDOT Division of Hi�hwavs (Hvdraulics Unit) Floodplains/Floodways and Stormwater Drainage: The final designs will be coordinated with appropriate state and local officials and the Federal Emergency Management Agency (FEMA) to assure compliance with FEMA, state and local floodway regulations. The archaeological Area of Potential Effects (APE) subsumes the existing 200ft. wide right-of-way at each of the three locations. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Permitting and funding information was reviewed for determining the level of archaeological input required by state and federal laws. Based on the submitted "request for cultural resources review" form, the project is federally-funded. As such, Section 106 of the National Historic Preservation Act will apply and the Federal Highway Administration (FHwA) will serve as the lead federal agency. Next, construction design and other data was examined (when applicable) to define the character and extent of potential impacts to the ground surfaces embracing the project locale. The APE was primarily designed to capture the existing/proposed 200ft. wide right- of-way (ROW) in which the impacts are to occur. Once an APE was outlined, a map review and site file search was conducted at the Office of State Archaeology (OSA) on Monday, June 19, 2017. No previously documented archaeological sites are located in the APE. Examination of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO website is important in establishing the location of noteworthy historic occupations related to a perspective construction impact area. A cross-check of these mapped resources concluded that none of the above properties with potential contributing archaeological components are situated within or proximal to the APE. In addition, historic maps of Bladen/Scotland County were appraised to identify former structure locations, land use patterns, or other confirmation of historic occupation in the project vicinity. Archaeological/historical reference materials were inspected as well. In general, the cultural background review established that no previously recorded archaeological sites, NRHP properties, or cemeteries are located within the APE. Based on cultural-historical factors, the APE is considered to have a low potential for the documentation of archaeological resources. Further, topographic, geologic, flood boundary, and NRCS soil survey maps were referenced to evaluate pedeological, geomorphological, hydrological, and other environmental determinants that may have resulted in past occupation at this location.
